The Sichuan-Kang Road corruption case was a major criminal case in the road construction of the Southwest Rear area during the War of Resistance Against Japanese Aggression.The case had an important influence on the history of Sichuan highway traffic in the period of the Republic of China because of the large number of people involved,the complicated plot of corruption and fraud,and the extremely heavy punishment result.Based on the existing historical materials such as archives,diaries,newspapers and periodicals,this paper focuses on the occurrence,investigation,treatment and impact of the Sichuan-Kang Highway corruption case,conducts a systematic and indepth analysis,reconstructs the truth of this historical event,and expounds and reveals the following academic viewpoints:1.The corruption case of Sichuan-Kang Highway has a relatively complex social background.Before and after the War of Resistance Against Japanese Aggression,institutional changes,the lack of construction personnel,management personnel fraud and other reasons,resulting in the progress of the project is very slow.At the end of1938,Luo Meilun,deputy director of the Chuankang Road Engineering Department,charged the corruption and malpractices of the Agency’s staff to the top level of the National government through the central system,and the Chuankang Road corruption case was officially exposed.2.The National Government has carried out a long investigation on the SichuanKang Road corruption case.After the case happened in 1938,Chiang Kai-shek paid great attention to it and asked Zhang Qun,He Guoguang and others to "investigate" the case to the end.The National government immediately sent Chongqing camp and "Chuan Kang inspection mission" to trace the case.However,due to the symbiotic collusion of the internal interests and the complex and changing interpersonal network of Chuankang Highway Engineering Agency,the two investigations led by the central government did not obtain criminal evidence of the relevant personnel involved.In order to get to the bottom of the case as soon as possible,the Sichuan provincial government immediately assisted the central government in a thorough investigation of the case.After an undercover investigation by Li Jiemin,the bureau of Investigation and statistics of the Military Commission of the NPC,and the Chengdu camp,17 suspects in the corruption case were taken to Chongqing military prison to await trial.3.The people involved in the Chuankang Road corruption case were severely punished.From January 18,1941 to February 28,1941,the General Supervision Department of the Execution of Military Law under the Military Commission of the Nationalist Government organized a military court in Chongqing to interrogate the relevant personnel involved in the case for two times.In the course of the trial,Chuankang Highway Engineering Department stone bridge and culvert office director Lei Xun in stone contracting business embezzled more than 600 thousand yuan of public funds,its charges were basically convicted;Transport team administrator Ai Shen in the site food procurement to public interests basic true;Chuan Kang Road Engineering Department chief Wang Yong was also indirectly blamed for "improper employment".However,in order to settle the case as soon as possible in order to build a road,Chiang Kai-shek ordered his "prompt judgment".In the final verdict,eight people were shot,eight were imprisoned,and one died in prison.4.The outcome of the Chuankang Highway corruption case has a far-reaching impact.After the case happened and the trial,the National government quickly reorganized the Chuankang Highway Engineering Agency.Under the leadership of Luo Meilun,the new head of the project,and Lan Tian,the engineer,the whole line of Ya’an-Kangding section of Sichuan-Kang Highway was completed and opened to traffic in 1942,which initially completed the strategic planning.However,because the administrative order involved in the trial and trial procedure is relatively special,the result of the trial also caused some repercussions in the society at that time.In the same period,although the national government showed a certain enthusiasm in the SichuanKang Highway corruption case,due to the imperfect management system,the complex and changeable relationship between the central and local governments,the mutual entanglement of law and politics,and the rampant corruption in official circles,corruption in various projects was repeatedly prevented,which affected the final public support.
