Study On Problems And Countermeasures Of Government Performance In The Protection Of Suzhou "National Famous Historical And Cultural City"

As a gathering place of ancient material and intangible cultural relics,the ancient city bears the core of human civilization and cultural resources with a long history of thousands of years.It is a rare resource and precious wealth with the characteristics of non-replicable and non-renewable historical endowments.Suzhou,an ancient city with a history of 2500 years,has been successfully approved as a "National Historic and Cultural city",and the overall development policy of "comprehensive protection of the ancient city’s features and active construction of a modern new district" has been established.The protection and development of Suzhou’s historic and cultural city has been the top priority of the Suzhou government.Under the new situation,on the premise of maintaining the original ecological appearance of the ancient city,"white-haired Suzhou" can get on the train of modern development and glow with its vigorous vitality,which is the proposition of The Times for the Suzhou government,and also the standard to test whether the government performs its duties properly.To some extent,it determines the level of governance of the Suzhou government.In the protection of the famous city,the Suzhou government assumes the first responsibility for the social life planning and order,which is particularly important in the development of the functions of planning guidance,legal protection,social management,economic management and social management of the ancient city.There are some problems in Suzhou government’s performance of duties in the protection of famous city,which leads to various problems in the protection of famous city,and the practice of polishing the golden signboard of famous historical and cultural city needs to be deepened.From the perspective of public management,this paper reviews and synthesizes the achievements of domestic and foreign scholars on optimizing government functions in the protection and development of ancient cities,defines the relevant core concepts in this paper,and clarifies the relationship between protection and development.By reviewing the historical evolution of Suzhou government protection and development,this paper deeply considers and analyzes the problems in the protection of Suzhou"national historic and cultural city",such as the planning and guidance functions,economic management functions,social management functions and cultural construction functions,such as the slow and systematic updating of planning,the problems of old residential areas affecting the appearance of the ancient city,and the severe traffic problems.Based on the experience of Pingyao Ancient City and Paris Ancient City,this paper puts forward the countermeasures and suggestions to optimize the government functions in the protection of Suzhou’s "national historic and cultural city",in order to better realize the protection and development of Suzhou’s historic and cultural city,namely,from the perspective of setting up the correct protection concept,rationalizing the system and mechanism,innovating the performance of functions,stimulating the cultural heritage and so on.
