Dissemination Effect Of The "Judicial Gazette" During The Period Of Beijing Government Of Republic Of China(1912-1928)

Gazette was a government-led mass communication platform primarily used for the dissemination of government information.The Gazette’s content production and dissemination mechanisms had peculiarities,relying on the credibility of the government and having a professional nature.Additionally,it possessed functional and secondary dissemination characteristics.As the earliest government department gazette published in China,the “Judicial Gazette” focused on the legal needs of the judicial department and attempted various types of dissemination methods.To verify its dissemination effect,this paper simplified the nine categories of content into four themes: judicial investigation,domestic laws and regulations,prison system,and local examination and appraisal.By utilizing Mc Quail’s communication effect research,the paper transformed judicial information into information that meets the audience’s needs and effectively avoided the complexity of legal knowledge itself.In the analysis of the dissemination effectiveness of the “Judicial Gazette,” two lines of dissemination were considered: official dissemination and secondary dissemination,with the addition of quantitative analysis of administrative efficiency.The following conclusions were drawn from the official dissemination: the “Judicial Gazette” achieved good top-down dissemination effectiveness,but was also subject to competition from other gazettes;in bottom-up dissemination,it was strongly influenced by the consciousness of superiors.The conclusions drawn from secondary dissemination were: there is a connection as well as a gap between official legal documents and actual judicial practices;this phenomenon also exists in the media field.In terms of conclusions,this paper affirms the positive impact of the “Judicial Gazette” on the establishment of judicial gazettes,such as realizing the mass dissemination of modern legislation and promoting the dissemination of modern legal concepts,and establishing a mass dissemination system for judicial gazettes.At the same time,it is suggested that the establishment of a systematic dissemination program is necessary for the effective operation of judicial gazettes,including leadership from party newspapers,cooperation from government departments,scientific and democratic dissemination within departments,and the influence of new dissemination technologies.
