| For the establishment of modern Chinese police force,1912-1928 is mainly a transition period.In this period,the Beijing government of the Republic of China did not only inherited the late Qing dynasty's achievements in building a police force,but also made its own efforts in this area and provided the later Nanjing government with a better foundation for further development in the formation of a modern police force in China.Hence the Beijing government of the Republic of China played a major role in the early development of modern Chinese police force.Beijing government's major achievements in the formation of modern police force are:1.Constituted a modern police system and therefore improved the efficiency of Chinese police force.2.Promulgated various laws and statutes on the application and management of Chinese police force.3.Enhanced the training of police force,improved its quality and its ability of social control.With various efforts and measures,the Beijing government constituted a functional modern police force in China.China abandoned the ancient police enforcement system and its police force became one of the few leading sectors in the modernization of Chinese society.In the reign of Beijing government of the Republic of China,the nation experienced one of the darkest periods in its history.And Chinese police force was essentially supposed to serve Beiyang warlords,who actually controlled Beijing government at the moment.However,besides its original purpose,the efforts and measures that Beijing government had made to modernize China's police force correspond to the demand of social productivity and theories of modern public administration. Particularly,Beijing government improved the quality of police force by establishing police institution and providing vocational education to policemen.Therefore,Beijing government' s efforts and measures of establishing a modern police force is surely "the unconscious tool of history" as indicated by Karl Marx.
