The Chief Administrative Officer Plan is a kind of urban political system in the United States,and as one of the two major urban systems in the United States,it plays a pivotal role in urban management.This paper selects San Francisco,the birthplace of The Chief Administrative Officer Plan,as the research object,explores the origin and evolution of The Chief Administrative Officer Plan,and finally compares it with another important municipal city manager system,and evaluates the effectiveness of The Chief Administrative Officer Plan in San Francisco.This article covers the period from 1835 to 1932,1835 was the beginning of San Francisco’s first inhabited and historically recorded period.1932 is the year when it first completed its modernization and adopted a new charter and had a modern urban system,and it is also the year in which The Chief Administrative Officer Plan was born,the subject of this article.During this period,the West Coast city of San Francisco experienced a series of events such as the gold rush,the incorporation of the Union,the Great Earthquake,and the Charter Reform Movement,and grew from a small village to a modern international metropolis.San Francisco was also deeply influenced by the progressive movement of the late 19th and early 20th centuries,and the resulting movement for charter reform eventually gave rise to the innovative municipal system of The Chief Administrative Officer Plan.The birth of The Chief Administrative Officer Plan balanced the struggle of various political groups,improved the efficiency of urban administration,and had the advantages of combining the City-Manager Plan and Strong-Mayor-Council Plan.This article discusses the origins and evolution of The Chief Administrative Officer Plan,the main municipal system.The paper is divided into three parts,which are as follows:The first part is an introduction,which expounds the significance of topic selection,explains relevant concepts,discusses the current research situation at home and abroad,and finally introduces the research methods and innovation points of the paper.The second part is the main text,consisting of three chapters.The first chapter is a background chapter,which introduces the origins of The Chief Administrative Officer Plan in San Francisco.the creation of San Francisco’s early cities,and the influence of business groups on urban politics and municipal system reform in the process of urban development,and finally discusses the state of urban management in San Francisco before the establishment of The Chief Administrative Officer Plan.The second chapter first introduces the results of local government municipal reform in the progressive period as the theoretical source and institutional background of the chief executive.Secondly,the process and outcome of the 1931 Charter reform movement,The Chief Administrative Officer Plan,is formally introduced as the main body of this article.Finally,the establishment of the post of Chief Administrative Officer and its functions are discussed.Chapter 3,as the main chapter,focuses on the characteristics of The Chief Administrative Officer Plan and evaluates its effectiveness,mainly comparing and studying The City-Manager Plan,which is the main city system,to demonstrate the particularity and applicability of the new city system of The Chief Administrative Officer Plan.The part on the evaluation of the effectiveness of The Chief Administrative Officer Plan focuses on the uniqueness of The Chief Administrative Officer Plan in San Francisco and its advantages and problems in administration.The third part is the conclusion,which summarizes,refines,summarizes and sublimates the full text.
