| The report of the 20 th National Congress pointed out the need to implement the strategy of driving major cultural industry projects.The Zhejiang Provincial Government has also made further deployments regarding the requirements of the20 th National Congress for the cultural and creative industry.The Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five Year Plan for National Economic and Social Development proposes to fully leverage the driving role and innovation engine role of the cultural industry in economic development.Therefore,many places have included the development of cultural and creative industries as a key task of government work.Against the backdrop of local economic transformation and upgrading,as well as large-scale urban demolition and construction,Wenzhou’s cultural and creative industries have entered a period of rapid development.This article aims to provide feasible policy development suggestions for the Wenzhou government by studying the development policies of Wenzhou’s cultural and creative industries.The research in this article focuses on the perspective of the Wenzhou Municipal Government.Based on the current policy background of the Wenzhou government towards cultural and creative industries,the current status of cultural and creative industry development policies is sorted out through field investigation,literature research,and case analysis.This article applies three theoretical foundations to research issues: government function theory,service-oriented government theory,and industrial development policy theory.This article takes Wenzhou as an example and first discusses three main characteristics of the development of Wenzhou’s cultural and creative industry: firstly,the rise of new industrial formats;The second is imbalanced industrial development;Thirdly,cultural and creative enterprises have a small scale and weak competitiveness.In addition,the development policies and measures of Wenzhou’s cultural and creative industries were sorted out,and the background of Wenzhou’s cultural and creative industry policies,the evolution process of Wenzhou’s cultural and creative industry policies,and the current policy details of Wenzhou’s cultural and creative industry were described.The current Wenzhou cultural and creative industry policies and tools for Wenzhou’s cultural and creative industry policies were analyzed.The article focuses on studying and analyzing the problems that exist in policies.Firstly,the policy adaptability is not high;Secondly,insufficient stimulation of the cultural and creative market;the imperfect investment and financing policies;there is a lack of policies to protect intellectual property rights.In addition,this article also draws on the development policy experience of Chengdu’s music industry and Beijing’s cultural and museum industry blocks.Finally,this article proposes policy recommendations to promote the development of Wenzhou’s cultural and creative industries.Reasonably setting the policy agenda for the development of cultural and creative industries,strengthening the role of the public in the formulation of policies for the development of cultural and creative industries,strengthening the long-term perspective of cultural and creative industry development policies,improving the evaluation system for cultural and creative industry development policies,strengthening policy discussions for cultural and creative industry development,and enhancing the targeted nature of cultural and creative industry development policies.The conclusion of this article is that policies to promote the development of cultural and creative industries in Wenzhou should be tailored to local conditions,taking into account the local characteristics of Wenzhou and the current situation of the internal and external environment.The key to the development of cultural and creative industries in Wenzhou lies in the government building a sound policy system. |
