A Study On The Development Of Wuhu Cultural Industrial Park And Its Industrial Supporting Policies

Since the 18th National Congress of the Communist Party of China,the state has successively issued a series of policies to promote the development of cultural industry,and the upsurge of the construction of cultural industry parks has sprung up all over the country.In the era of China’s economy turning to high-quality development,the integration of emerging technology and culture is more in-depth,and the construction of cultural industry parks presents new development opportunities.In the construction practice of cultural industrial parks all over the country,a group of cultural industrial parks with strong comprehensive competitiveness,high independent innovation ability and agglomeration effect have been formed,represented by Yangtze River Delta,Pearl River Delta and Beijing Tianjin Hebei region.Wuhu City takes the strong culture city as its development goal,starts with the development of cultural tourism experience,animation and cultural creative industry,and makes active exploration in the development of cultural industry,but there is still a certain gap between the construction of cultural industry park and developed cities.First of all,by using the theory of demand management,collaborative innovation,national innovation system and industrial cluster,this paper analyzes the relationship between government and market,supply and demand in the development of cultural industry,and puts forward a "new diamond model" of industrial support policy based on the "Diamond Model"of bolt,and combs out the "elements" There are four types of cultural industry policies:supply type,demand condition type,government functional department type,community type and the third sector type.According to the four types of policies,a cultural industry support policy system is established,which is mainly composed of coordinating the supply and demand relationship of the cultural industry market,giving full play to the government’s planning management and the role of the park and the third sector.According to the policy framework,the industry is designed Evaluation indicators of supporting policies.Secondly,combined with the current development characteristics and construction of Wuhu Cultural Industrial Park,the paper sorts out the construction of Wuhu Cultural Industrial Park and industrial support policies.By using the designed scoring standard form of satisfaction degree of cultural industry support policies,this paper conducts a questionnaire survey and field visit to the employees of Wuhu Cultural Industry Park,and finds that the satisfaction degree of Wuhu Cultural Industry Park support policies is good,except for the lack of division of labor and cooperation of government management departments,the lack of integration of science and technology and culture,the lack of financial and investment and financing results,and the high-level documents The common problem of talent shortage in chemical industry also has regional characteristics,such as excessive occupation of public resources by manufacturing industry,homogenization of park construction,insufficient supply of demand side policies,and lack of intermediary service industry.Finally,combined with the basic situation of cultural industry park construction in domestic developed cities,the paper summarizes the experience of cultural industry park construction in four aspects:enriching the supply of cultural industry production factors,building cultural industry service platform,expanding the cultural consumption capacity of residents,and improving the planning and management effect.In view of the problems existing in Wuhu’s cultural industry policy,combined with the cultural industry policy system,this paper puts forward to promote the implementation of production factor supply policy,optimize the spatial layout of urban cultural industry park,enhance financial support,improve the legal guarantee system of cultural industry by improving the cultural consumption demand,playing the role of intermediary service organization,improving the overall coordination mechanism of competent departments,and improving the legal guarantee system of cultural industry Suggestions on policy optimization.
