Research On The Effect Of Policies Of Shaanxi Cultural Industry

Policies of cultural industry are made by government to promote and formulatethe development of cultural industries. It is an important part of industrial policies. Alot of documents have paid attention to cultural industry. In the Eighteen Report,"alayout, two goals, three tasks" is presented, which points out the direction of culturaldevelopment and lays the foundation. Shaanxi Province is a cultural province, but it isnot the developed province of cultural industries. To support it grow rapidly, thegovernment has spent a lot of time and made an effort developing a series of industrialpolicy, and gave concessions on financial subsidies, taxes, rationing of talent. Soscientifically evaluating the policy effect of cultural industry has become an inherentrequirement of developing cultural industry and reducing government regulationblindness.This paper has two main objectives. First, evaluate the effect of policies ofShaanxi Cultural Industry. Second, evaluate the effect of policies of Shaanxi CulturalIndustry from the perspective of industrial structure, industrial organization, industriallayout. Based on the objectives of research, This study analyzed the cultural industrypolicy transmission mechanism, analyzed the cultural industry policy using thecomparative study. Through fuzzy optimization model, this paper also did an overallevaluation of the Shaanxi Cultural Industry from the perspective of space and time.Based on goal achievement model, this study uses of regional entropy, and otherindicators of absolute concentration, does the evaluation of the Shaanxi ProvincialCultural Industry Policy, such as the layout of the cultural industry policy, theimplementation of the cultural effects of industrial organization policy. Finally, thispaper gives the corresponding policy recommendations on the basis of all resultswhich provide a theoretical and data support for the optimization of Shaanxi CulturalIndustry Policy, and future research directions are also discussed.The main conclusions of this study contain two parts. Firstly, the overall effect ofShaanxi Cultural Industry Policy is good, and it stays in the middle and upper levels ofthe range from the space angle. On time dimension, the optimal value is rising year byyear. Secondly, the industrial structure optimization and upgrading of Shaanxi culturalpolicy is not obvious, and the development in the industry is uneven. The province’sseven major industrial and cultural industries have concentration phenomenon withvarying degrees, and market competition is not sufficient. The cultural industry inShaanxi is a relatively competitive industry. The degree of concentration is high, butnot balanced within regional development. The industrial layout policy still plays avery important role.
