After the outbreak of the Comprehensive Anti Japanese War in 1937,southern China quickly became the front line of the war.The Southeast Bureau of the Central Committee of the Communist Party of China,formally established at the sixth plenary session of the Sixth Central Committee of the Communist Party of China in 1938,as an important post established by the Central Committee of the Communist Party of China to build a strategic fulcrum on the front line of the Southern Anti Japanese War,undertakes the arduous task of organizing and consolidating the remaining forces of the Communist Party of China in the southern revolutionary base areas to strengthen the anti Japanese military force.The two strategic requirements of the Central Committee of the Communist Party of China for the Southeast Bureau are:first,to“mainly do local work”,that is,to integrate previously dispersed party organizations and guerrilla groups in various places;second,to widely carry out the united front and expand the Communist Party’s armed forces;first,to “quickly concentrate troops to the front line for resistance.” Under this strategic layout and requirements,the Southeast Bureau has fully utilized the leadership function of the Party organizations,actively implementing the strategic layout of “consolidating to the south,fighting to the east,and developing to the north.” By deploying Party and government cadres to penetrate the enemy’s rear areas,it has successfully integrated local Party organizations in southern Jiangsu,the border areas of Jiangsu and Anhui,and the middle areas of Jiangsu,and by conducting united front work with various local armed forces,The leadership of local party organizations over local armed forces has been established and strengthened on a larger scale.The Southeast Bureau has also coordinated and strengthened its military leadership of the New Fourth Army through institutional channels such as joint meetings with the New Fourth Army Branch and the intersection of leading members,making it play an important role in integrating military forces in the southeast region and promoting the anti Japanese military struggle in this region.In the late period of the Anti Japanese War,with the changes in the situation of the Anti Japanese War and the relationship between the Kuomintang and the Communist Party,the Central Committee of the Communist Party of China further promoted the strategy of “developing central China”,and even had to make a strategic trade-off of “abandoning southern Anhui” in order to“consolidate central China”.Therefore,the New Fourth Army headquarters in southern Anhui must also move northward to assume the responsibility of unified leadership of the armed forces in central China.This change undoubtedly affects the direction of the Southeast Bureau.Finally,in order to adapt to the development situation of “big scenes” and “big picture”,the Southeast Bureau and the Central Plains Bureau were combined to form the Central China Bureau,which became a key step for the Central Committee of the Communist Party of China to solve the problem of non-uniform command of the Party and military throughout Central China,and the Southeast China Bureau thus completed its historical mission.
