Due to foreign aggression and people’s resistance,the Qing government implemented the new policy in the late Qing Dynasty to defend sovereignty and consolidate its rule.The crisis of 1900 forced reforms.As the conservation forces suffered heavy losses,the Qing government compromised with foreign countries,and the resistance to reform was reduced.Although this reform failed to consolidate the rule of the Qing government,it promoted the development and transformation of China.Yunnan is located in the southwest of China,next to Vietnam and Myanmar.Diplomacy and military affairs have become an important part of Yunnan’s reform.Before the reform,due to the deterioration of Sino-foreign relations and the French transportation of arms into Yunnan,the local situation in Yunnan deteriorated sharply.Since then,Britain and France attempted to seize Yunnan’s railways and minerals,and the Yunnan government was forced to respond,reflecting the passivity of the reform and indicating that the reform would inevitably fail.The severe crisis made Yunnan governors difficult to cope,but also stimulated them.Yunnan gobvernonrs actively reformed and promoted the reform process.They fought and cooperated with the central government,Britain and France,and promoted the reform according to local conditions.The passivity of the reform led to the reform not meeting the needs of Yunnan,and the reform failed to make Yunnan rich and powerful.With the collapse of the Qing government,the reform eventually failed.
