Carbon emissions are a hot topic of international concern today. In the United States of America, states have a lot of autonomy over energy and climate policy, their approaches vary, and the effectiveness of policies is difficult to measure.Insights on Emissions Reduction among U.S.States is a study initiated by the CSIS Energy Security and Climate Change Program. The report, released in August 2021,was co-authored by three researchers from the Energy Security and Climate Change Program. The report analyzes the performance of emission reductions in 16 representative U.S.states,emissions reductions in industry and transportation, policies adopted to encourage emission reductions and promote renewable energy and the effectiveness of the policies, and equity and environmental justice issues. The report provides some new insights into emissions reductions and energy issues, and can also provide some lessons for the problems related to emissions reductions we are currently facing. It is the goal of the translator to accurately present to the reader the current status and measures taken in terms of emissions reductions in the United States. This report is a typical informative text, and one of the most prominent linguistic features is the frequent use of attributive clauses, which has become a major obstacle in the translation process. This report focuses on the translation strategies of attributive clauses in informative texts with the guidance of text typology theory. The difference in the position of the modifier between Chinese and English and the frequent use of multiple attributive clauses pose a great challenge to the translator. In translation practice, for translation of attributive clauses,it is not only necessary to analyze and understand the logical structure of the original sentences, but also to consider the differences in expression between English and Chinese at the syntactic level to ensure the accuracy and fluency of translation. In this translation report, the translator uses the method of combining theory with practice to summarize the translation strategies applied through the analysis of the translated text.It is found that the text type theory has a guiding effect on the translation of definite clauses in informative texts, and translation methods such as translating the attributive clause into a prepositive attribute, translating the attributive clause and the main clause into coordinate clauses, integrating an antecedent into its attributive clause, and translating the attributive clause into an adverbial clause. It is also realized that in the process of translation practice,it is important to focus on the application of theoretical knowledge in practice,i.e.,to use various translation techniques rationally so that the translation can correctly convey the message of the original text.It is hoped that this report can provide some suggestions and inspiration for the translation study of attributive clauses and play a certain reference value for the translation of other similar texts.
