A Study Of Community Leadership Behavior And Its Governance Effectiveness

The community is the "nerve ending" of connecting and serving the masses.It has a basic status in grass-roots social governance and national governance sys tem.Research has paid attention to the important role of community leadership in community governance.As the formulator of community development planning a nd the implementer of higher-level decisions,community leaders determine the ov erall effect of community governance.In view of this,this study attempts to anal yze which leadership behaviors are more effective in promoting community govern ance,and explore the mechanism of community leaders in promoting community governance.This study mainly used in-depth interview method,grounded theory and participatory observation method.Conducted semi-structured interviews with 23 community leaders,community workers,and the leadership of the Sub-district office to capture as much as possible on effective leadership behaviors.Nvivo12 software was used to code and analyze the interview data,and by comparing the differences in leadership behaviors of communities with effective governance and general communities,it was analyzed which leadership behaviors were more effective for promoting community governance.On this basis,one community with outstanding governance effectiveness was selected for participatory observation and interview research.Through observing the daily work of the community,participating in tripartite linkage meetings and residents’ councils,and interviewing representatives of owners’ committees and residents’ representatives,the role mechanism of community leaders in promoting community governance was discussed.The conclusions of the study are as follows:(1)In the process of promoting community governance,community leaders mainly show five leadership behaviors: paternalistic leadership behavior,survant leadership behavior,transformational leadership behavior,innovative leadership behavior and humble leadership behavior,all have a certain degree of efficiency.Paternalistic leadership behavior and survant leadership behavior are ubiquitous and play a basic role in effectiveness.Transformational leadership behavior,innovative leadership behavior and humble leadership behavior show great differences between communities with different governance results,which are the key leadership behaviors that affect the effectiveness of community governance.(2)Through reciprocity and prestige mechanisms,authoritative community leaders form a stable and lasting relationship network with different participants in the community governance process,and establish a broad trust mechanism.Then,through the mobilization mechanism,provide specific paths for the participation of diverse subjects to participate in community governance,fully mobilize and exert the enthusiasm and activeness of diverse subjects,and realize the effective governance of the community.In the process of community leaders to promote community governance,survant leadership behavior and paternalistic leadership behavior affect the level of trust in diverse subjects on community leaders.Transformational leadership behavior,humble leadership behavior and innovative leadership behavior have an important impact on the establishment and operation of the community mobilization mechanism,by mobilizing the enthusiasm of the participation of the diverse subjects,thereby determining the final results of community governance.In summary,this study has very important practical significance for improving the behavior of community leadership,creating a professional and professional community worker team,and improving the level of community governance.
