Research On Government Response To Citizen Network Appeal

A major part of the wave of government reform that has swept the world since the 1970 s and 1980 s has been to make government more responsive.The report to the 19 th national congress of the communist party of China(CPC)made clear that the principal contradiction facing society in the new era is between unbalanced and inadequate development and the people’s ever-growing needs for a better life.In the context of unbalanced and inadequate development,meeting the aspirations of the people requires the government to actively respond to the public’s demands for a better life.Government response is not only the value pursuit of government administration,but also the benign interaction process between the government and the public.The popularity of the Internet reshapes the relations between the state and society,and constantly changes the forms and ways of the public to express their demands.The emergence of citizens’ online demands changes the ways and means of the government to respond to the needs of the public,and drives the government to institutionalize its response.Modern social governance emphasizes the governance subject status of the public,and responding to citizens’ demands on the Internet is a general measure to bring citizens into the governance system of the government.At the same time,the government’s awareness of responding to citizens’ online demands is growing and its methods are improving,but there are still some problems.First,there are some problems in the government itself: a certain proportion of government personnel have backward ideas in responding to citizens’ online demands,and they are used to positioning themselves as managers,which invisibly blocks the communication loop between the government and the people.Secondly,Internet users also have the following problems: many Internet users have strong subjectivity,when they put forward the network demand will appear disordered expression.Finally,the government lacks screening criteria,transparency and effectiveness in the process of responding to citizens’ online demands.This will reduce the quality and effectiveness of the government’s response to citizens’ online demands to some extent.Based on this,this paper introduces the case of "Wuhan City Message Board",analyzes the process,innovation and limitations of the government’s response to citizens’ online demands with the help of political communication theory,public governance theory and responsive government theory,and provides useful reference for the government’s response path selection of citizens’ online demands.This paper believes that the following aspects should be carried out to promote the government’s response to citizens’ online demands:innovating the government’s response concept and enhancing the government’s response;Cultivate the citizen participation reason,enhance the governance subject consciousness;Improve the government response mechanism and promote the institutionalization of government response;We will build a sound response environment and promote the normalization of government response.
