Research On Citizen Network Appeal And Government Response Mechanism

The evolution of Internet technology has spawned the arrival of the movable government era,making the interaction between government and net citizen more common through the Internet.While expanding the state governance space and converting the way government and citizens communicate,the network also faces more opportunities and challenges for managing and managing responding to public affairs.This article is based on the empirical approach and selects the local government message board as the sample data,in which net citizens write to ten committees and mayors in Shaanxi province.Through the citizen network request message,the ability of the government's reaction to the demands of the citizen's network,the article attaches the motivations of the government to respond to the demands of the citizen's network as well as how to construct the scientific normalization of the reaction mechanism of government.Based on the analysis,we can find that the government can take the initiative to bear the public responsibility in the modern political governance from the perspectives of geographical and urban differences.The government's responding and screening ability has been improved,as well as the responding construction.Nevertheless,at the present stage,facing the rapid growth of the demands of citizen network,the outcomes of government's response to the network-citizens' demands are weak,at the same time,the government has not matched the government's response ability with the institutionalized response mechanism.In conclusion,the government's reaction level is not high and the local government has shown a lack of responsiveness mechanism.The basic reason lies in the lack of obligation and interactive consciousness,the low credibility of the local government and the missing accomplishment of network citizens.This paper holds the opinion that in order to improve the government's responding ability,the reaction mechanism must be improved,which lies in the construction of government capacity,especially,the grassroots local government's responding construction.
