Study On The Mutual Control Supervision Between Production Brigades During The Great Leap Forward Period

When the internal information of the commune is distorted and the management of the commune is affected,in order to implement the will of the commune,K commune strengthens the management of its own brigade,strengthens the horizontal supervision between the brigades,and improves the efficiency of the commune management.At the same time,the mutual control supervision adopted by K commune is quite different from the previous supervision methods.The study of this supervision mode is not only conducive to our more comprehensive understanding of the people’s commune system,but also has some inspiration for today’s supervision mode.The essence of mutual control supervision is a kind of control technology adopted by the commune in order to achieve the goal of the community,behind which is the will of the commune.Therefore,this paper takes the objectives and tasks of the commune as the starting point,and takes x brigade as an example to explore the background,causes,operation process and results of the mutual control supervision.Commune as a bridge to the Communist society,its establishment has a certain goal.The specific background makes the goal of the commune can not be achieved through the interest mechanism,so the commune has to resort to the mandatory mechanism supervision.However,there are a series of problems in the supervision of K commune.The failure of supervision leads to"concealment of property and private distribution".In order to achieve the goal,the commune needs to resort to stronger supervision.Under the promotion of the brigade and the pressure of external acquisition,the supervision of K commune evolved into mutual control supervision.The operation mechanism of this supervision mode is different from the conventional supervision mode in the past.This is mainly reflected in the power,duty and responsibility of the supervision subject,the supervision process and the reward and punishment mechanism of supervision.These differences also make mutual control supervision effective.And the logic of its effectiveness is:if a certain team is exposed,then the supervisors generated by this angry psychological group will certainly hold the paranoid belief that "I can’t divide it privately,and others can’t divide it privately",so that the supervised team can’t divide it privately.Therefore,the supervisor is a whole,the supervision behavior of a supervisor will lead to the strengthening of the whole supervision system,thus forming the effect of mutual control.In the past,we focused on the "flexible" behavior of cadres and the "counter behavior" of farmers,but ignored the deeper things.That is to say,the commune tried to solve this problem.And mutual control supervision is an attempt to achieve certain results.From the case,we can see that mutual control supervision is a unique way of supervision in the collective society.As a kind of control technology,it shows that in a certain context,the will of the state can be implemented through the mutual influence of the supervised,not necessarily through state institutions and officials.At the same time,by comparing the mutual control supervision with the previous supervision methods,we can see that the effect of mutual control supervision is better than other supervision methods,and these advantages provide inspiration for solving the defects of previous supervision forms.Of course,this kind of mutual control supervision also has some defects,which makes the commune unable to apply it to other aspects.
