As the foundation of villagers’ political life,grassroots democratic elections play a very important role in promoting socialist democracy and promoting villagers’ autonomy.After investigation,the author found that the village committee election after the merger of L village adopted the method of "one person,one vote" and a majority.However,the elected village committee cadres were not widely recognized by the villagers.Instead,they continued to be met by a small number of villagers.Their collective resistance has led to a"majority dilemma" in which representatives elected by the majority have been fiercely resisted by the minority groups.The traditional democratic theory holds that the representatives elected by the majority election system conform to the wishes of the majority of the representatives,and are the closest ideal form of "rule by the people",and the people should approve and support it.Why are the village committee cadres elected through the majority election system not widely recognized by the villagers of the merged village,and instead continue to be collectively boycotted?Based on the in-depth interview data of the parties involved in the village committee election after the merger and the in-depth interviews with multiple villagers,this article analyzes the villagers’ understanding of "representation" in rural society and the collective resistance of a few villagers the behavior logic of the elected village cadres finally tries to explore the problems that should be paid attention to in the process of merging villages with a high degree of heterogeneity.The merger of villages has broken the original balance within the villages and injected differences,resulting in the minority groups at a disadvantage in democratic elections.No one is elected or cannot be well"represented",especially among groups.When the qualitative degree is high,this kind of confrontation and tension becomes more prominent.When the "right of representation" of the group is violated and weakened,members of the minority group do not choose to be silent and passively accept,but to unite and actively fight for the rights and interests of the group,which triggers fierce confrontation with the newly elected cadres.The traditional maj ority electoral system has played a huge role in the process of rural democratization.However,with the continuous acceleration of my country’s urbanization process and the need for resource integration,the rural structure has been dynamically adjusted.In rural society,the villagers’ understanding of "representatives" is based on a certain social foundation,and is a supporter of group emotions.It does not necessarily overlap with the representatives elected through "one person,one vote",and even has certain differences.When this kind of difference and tension is relatively large,maintaining the representative rights of the group becomes the primary appeal of group members.Therefore,in the process of merging villages,attention should be paid to the difference and tension between electoral representatives and group representatives;strengthen the integration of electoral representatives,group representatives and substantive powers to avoid falling into the "majority dilemma";also pay attention to the system Incorporating and democratic consultations,so as to guarantee the representation of minority groups,and at the same time,under the background of the new era,we need to continuously improve and innovate the electoral system.Only in this way can we promote the development of grassroots democracy to a higher level. |
