Research On The Construction Of Citizen Credit Evaluation System In Chengdu High-tech Zone

In June 2014,the State Council issued the "Plan for the Construction of the Social Credit System(2014-2020)",marking a new chapter in the construction of my country’s social credit system.The construction of the citizen credit evaluation system is the core part of the construction of the social credit system.In order to establish and improve the social credit system,it is necessary to summarize the construction of the citizen credit evaluation system from the perspective of the government,analyze and discuss the universal problems and reasons that exist in the construction,and then explore a set of effective mechanisms and ways to improve the scientificity of decision-making and ensure the effectiveness of execution.This article is based on the author’s full participation in the construction of the citizen credit evaluation system in Chengdu High-tech Zone,comprehensively using literature analysis,interviews,questionnaire surveys,qualitative analysis and other methods to assess the status and main methods of the construction of the citizen credit evaluation system in Chengdu High-tech Zone.It summarizes and analyzes and explores the universal problems and their reasons in the construction of the citizen credit evaluation system on this basis,and then puts forward specific improvement strategies and suggestions.The full text is divided into six chapters.The first chapter explains the background and significance of the topic selection,combs the research status at home and abroad,and proposes the research purpose,content and methods.The second chapter focuses on the citizen credit evaluation system from the government’s perspective,sorting out the core concepts and theoretical foundations.The third chapter summarizes the construction situation and main methods of the citizen credit evaluation system in Chengdu High-tech Zone.The fourth chapter analyzes the universal problems and reasons existing in the construction of the citizen credit evaluation system in Chengdu High-tech Zone.The fifth chapter introduces and draws lessons from the credit system construction model and development experience of the United States and Europe.Chapter 6 puts forward specific improvement strategies and suggestions.The study found that the construction of the citizen credit evaluation system in Chengdu High-tech Zone has the following problems: poor organization,coordination and implementation,incomplete and low-quality collected data,poor construction of the citizen credit evaluation system,and poor application and promotion effects.The reasons for these problems include: the system and mechanism of the government to promote the construction of the citizen credit evaluation system,the data governance problem of the construction of the citizen credit evaluation system,the insufficient development of the credit market restricts the effect of the construction of the citizen credit evaluation system,and the relatively weak credit awareness of citizens.In response to the reasons behind the problem,specific improvement strategies and suggestions are put forward: improve the government’s system and mechanism for promoting the construction of the citizen credit evaluation system,improve the data governance model for the construction of the citizen credit evaluation system,strive to cultivate the credit market and cultivate credit management professionals,guide nongovernmental organizations and the public to participate in order to enhance citizens’ credit awareness.The problems existing in the construction of the citizen credit evaluation system in Chengdu High-tech Zone are universal in our country.The strategic suggestions for improving the construction of the citizen credit evaluation system proposed in this article can not only enrich the research on the construction of the citizen credit evaluation system in my country,but also help Chengdu Hightech Zone and even cities with similar conditions improve the construction of the citizen credit evaluation system in order to deepen the reform of "delegating management and service",improve the level of urban governance,and promote the construction of a social credit system.
