Research On Current Issues And Countermeasures Of Smart Community Management In Chengdu High-tech Zone

With the advancement of urbanization in China,the number of urban population has increased sharply,especially the arrival of COVID-19 epidemic,which has brought new challenges to grass-roots governance.Smart community is called a new way of grass-roots governance with technology empowerment.Smart community managers coordinate people,money,things,information and events in the region through functions such as planning,organizing,leading,coordinating and controlling,and quickly analyze and respond to community residents’ needs for public and life services with the help of information technology.Smart community management helps to improve the efficiency of smart communities,reduce the occurrence of community public events,promote the development of digital economy,and realize a new social situation of co-construction,co-governance and sharing.Chengdu High-tech Zone is the first batch of national high-tech industrial development zones approved by the State Council.It gathers all kinds of innovative resources and mechanisms,and is a model to promote social and economic development by relying on science and technology and innovation.The GDP of Chengdu High-tech Zone accounts for 1/5 of Chengdu’s GDP,ranking first among23 districts and counties,with a total area of 130 square kilometers,covering 7streets and 71 communities.There are pilot cases of smart community construction in Chengdu’s high-tech district and street level,but the management mechanism is relatively lacking,which is reflected in the problems of poor sharing of smart community management system platform,low participation of residents,insufficient management funds and weak talent team.Based on the theory of public management,this paper studies the current situation of intelligent community management in Chengdu High-tech Zone.According to the idea of asking questions-analyzing questions-solving problems,it adopts the methods of literature research,investigation and case study.Smart community management is a concrete action to realize the creation and management of public value in smart communities,with "management" as the means and "public value" as the purpose.In theory,it refers to the new public service theory,digital governance theory and public value management theory,and forms a theoretical system of "idea-tool-target" to support the update and iteration of smart community management mode.According to the problems found in the practice of smart community management in Chengdu High-tech Zone,countermeasures and suggestions are given from the aspects of management mechanism,new public services,digital governance system,security system,etc.,so as to form a sustainable smart community management model that combines public security,public management,public services and digital economy,highlight the concept of "residents’ needs-oriented" smart community management,optimize the government office and public service model through digital governance,and promote the synchronous development of digital economy with the participation of multiple subjects.
