A Research On Problems And Countermeasures In The Implementation Of Cadres Working In Countryside In Jiangzi,Tibet

In different historical stages,the cadres working in countryside as a rules,has played a particularly important role to complete the key work in rural areas,which hold relationships between the party and the masses.Besides,it is conducive to maintain the harmony and stability in rural society.Therefore,some provinces use the cadres working in countryside to help solve the practical difficulties,which promote the coordinated development of the rural economy and society.As an important border minority area in China,Tibet has been faced with major contradictions and special contradictions for a long time.Hence the Tibet Autonomous Region is based on the local conditions to organize the activity of cadres working in countryside in October 2011,this has been carried out for more than 9 years and covered with more than 5,200 villages in the whole region.It has played a key role in promoting the sustainable and healthy economic and social development in Tibet,and has been welcomed by cadres and people of all ethnic groups in the whole region.Based on the above background,The author of this paper takes the cadres working in countryside implemented in jiangzi,Tibet as the subject investigated and uses social research methods such as the interviews and literature research and case analysis.Based on the theory of service-oriented government and movement governance,the author of this paper introduces the work of cadres working in countryside in jiangzi in detail through the way of putting forward problems,analyzing problems,and solving problems.By deeply analyzing these problems that the cadres is selected inaccurately,the cadres works between villages and government sector,the Supervision and assessment is the lack of standardization,logistics safeguard measures is imperfect in the process of implementing in jiangzi,Tibet.The main reasons include four respects: 1.concept understanding is not in place;2.the power and responsibility of the village-resident-team are unclear;3.the incentive and accountability mechanism are not clear;4.the coordination and cooperation between departments are not smooth.Hence,the author of this paper puts forward four countermeasures and suggestions to improve the work of cadres working in countryside in jiangzi for improving ideological understanding,clarifying the boundary of responsibilities,strengthening the management of cadres working in countryside establish,and improving relevant systems.The author of this paper hopes that the countermeasures and suggestions can be effectively applied to the practice of cadres working in countryside in jiangzi,Tibet,To better solve the current shortcomings of the cadres working in countryside implemented and provide a reference for permanent,effective,and institutionalized construction to the cadres working in countryside.
