Research On The Problems And Countermeasures Of The Management Of “Three Non-compliant” Foreigners In Chengd

With China’s further commitment to the reform and opening up endeavor,coupled with the country’s sustained and stable high quality economic growth,inbound and outbound travels in recent years have presented a new scenario,registering a great amount of numbers in two ways.An open China is embracing its increasingly deeper integration to the global economy with more border travels of Chinese residents and foreigners’ inbound travel to China,cross-border transit or seeking residence.Boasted as a newly emerging megacity and a hub of China’s middle and western regions,Chengdu,the capital city of Sichuan province,has played a pivotal in foreign affairs.The advanced international transportation system,eye-catching foreign trade record registered in recent years along with the constantly improving level of globalization have enabled the city to be the top list of foreigners’ pick,which in turn has brought about an array of new mixed pictures of both opportunities and challenges.The work of foreigners service as a critical part of the city management has a bearing effect upon a country’s sovereignty,which is closely linked to national security and interests,a work required of strong sensitivity.This means the work of foreigners service must be framed by a harmonious management environment.The appeal of China’s promising economic growth,geographical and cultural advantages as well as the loopholes in foreigner service management have given rise to the trio-haves foreigners.Therefore,conducting more scientific research work on foreign service policy related to“trio-haves foreigners”(foreigners of illegal employment,illegal inbound travel and residence)intrinsically presents multiple benefits.One of the principal benefits is to help building up a comprehensive foreigners management service system that is high-caliber,all-dimensional,which aims to seamlessly align the polices application of various immigrants and border travels with China’s socio-economic development.Such study is also conducive to the long term development of these foreigners service work,with the potentials of shedding light on Chengdu’s practice.Last but not least,these studies tend to help the city planners and policy makers to keep the pace of globalization,and work hard to create a more comfortable environment for foreigners.For this,it is of our hope that a modern international metropolis with Chinese characteristics can be shaped up and lending some intellectual thoughts to Chengdu’s harmonious and innovative development.Under the guidance of tutor Zhao Qianyu,the author,Zheng Yue,through the research of relevant literature at home and abroad and the analysis of typical practices,formulated the countermeasures to meet the local needs.Currently,Chengdu is playing a host to increasingly more and nationally diverse foreigners who have a relatively concentrated residence in the city.Foreign-related administrative cases are centered on the trio-haves foreigners,where more law enforcement effort is needed.This kind foreigners crossed over China’s borders illegally with discernible features,among which neighbor countries’ women staying in China illegally have become a tough problem.Their illegal employment in various fields with high rate of turnover has set a higher demands for our work.By analyzing the local realities and their forming mechanisms,we identified some weaknesses that have confronted our work.These include weak foundation of foreigners management in primary level which falls on the duty of police security organ,lack of cooperation between governmental organs and various polices of police security,weak link in law enforcement,shortage of management staff specialized in managing foreigners work as well as the difficulties of discovering,detaining and repatriating these illegal foreigner that to some extent have hindered the law enforcement efficiency.Through rigorous analysis,this paper came up with13 polices and measures covering from the gradual and stable ironing out the historical problems,the framing up of a comprehensive management system,improving foreigner cases security mechanism,to the rolling out of a specialized task force of managing immigration travel.These policies and measures tend to provide some guidance on preventing and cracking down these illegal foreigners and better resolve the long-standing problems.
