| Digital government is an important part of Digital China strategy.Local governments have issued digital government construction planning plans during the 14th Five Year Plan period.As a systematic project,the topic of digital government construction includes a number of specific construction tasks.The difference in the government’s attention to different construction tasks directly affects the government’s follow-up behavior and determines the focus of digital government construction in a certain period of time in the future.According to Simon’s view,the effectiveness of decision-making depends on whether to allocate attention reasonably and effectively.From this point of view,the attention allocation of local governments to different construction tasks directly affects the construction validity of digital government in the future.In order to ensure that the government’s attention allocation to different construction tasks is reasonable and effective,we should understand the existing attention allocation,the factors affecting attention allocation and their action mechanism.Therefore,on the basis of previous studies,we built an attention measurement framework for the construction of digital government from the four dimensions of technology,management,value and data,used nvivo12plus software to analyze the relevant construction plans of digital government in each province during the 14th Five Year Plan period,and measured the attention allocation of different tasks in the construction of digital government in each province.From the overall results of provincial attention measurement,there are differences in the overall attention allocation intensity of digital government among provinces during the 14th Five Year Plan period,and show the characteristics of travel alienation.In terms of specific content,the provincial governments pay more attention to the construction of technology,mainly including the construction of infrastructure and technology application,followed by the management system and data management application,and pay less attention to value issues such as balanced benefits.Based on the multi task principal-agent theory,this paper puts forward that agent rules,job design and task relationship are important factors affecting the attention allocation of local governments between different tasks.Based on the attention measurement results and case analysis,it is considered that there are some problems in the attention allocation of digital government,such as the technical dimension still occupies the center of attention,the attention under the management dimension remains at a shallow level,and the public value dimension has not been paid the most attention.It is proposed that the agency rules of bureaucracy,the lack of high-level work design and the high correlation between multi tasks are the main reasons for the above problems.Therefore,this study puts forward four suggestions to optimize the allocation of attention in the construction of Digital Government:strengthening the top-level design at the central level,implementing dynamic differentiated performance evaluation system,paying more attention to the reform of management system and broadening the integration channels of public value. |
