Practical Exploration And Basic Experience Of The Party’s Mass Organization Ability Building Since The Reform And Opening Up

As the basic ability of the party’s leadership level and ruling ability,the mass organization ability is directly related to the success or failure of the party.To this end,the report of the 19th National Congress of the Communist Party of China clearly stated for the first time that it is necessary to continuously strengthen the party’s "mass organizational ability",which pointed out the direction for promoting the party’s construction and the party’s cause.The Party’s mass organization ability refers to the ability of the Communist Party of China to connect,mobilize,and organize the masses to act in unison towards the party’s goals in order to realize the interests of the people.It is mainly composed of the party’s appeal to the masses,organizational coverage,contact service,and organizational mobilization.Over the past 40 years of reform and opening up,in the face of a series of new situations and problems arising in the process of governance,the party has closely focused on the fundamental issue of "why to organize the masses,how to organize the masses to carry out reform and opening up and socialist modernization",continuously promoted the practical innovation of mass organization ability-building,continuously enhanced the party’s mass organization ability,and achieved amazing governance results all over the world,It provides valuable experience and lessons for continuously enhancing the party’s mass organization ability in the future.Therefore,following the principles of the unity of history and logic,the unity of universality and particularity,and the unity of text and reality,this paper focuses on the basis,process and experience of the construction of the party’s mass organization ability in different periods since the reform and opening up.From the point of view of the foundation,since the reform and opening up,the practice of building the Party’s mass organizational ability is not water without a source,but has a profound theoretical and historical foundation.The Marxist classic writers and Mao Zedong’s Thought on political parties organizing the masses are their direct theoretical guidance.The idea that the people are the foundation of the nation in the excellent Chinese traditional culture is its important ideological resources.The historical practice in the period of Chinese revolution and construction has provided them with valuable experience accumulation.From the perspective of the historical process,since the reform and opening up,the party’s mass organizational ability building has mainly revolved around strengthening the party’s appeal to the masses,organizational coverage,contact services,and organizational mobilization.It has roughly gone through two periods.The first period,in the new era of reform and opening up and socialist modernization,the Party’s mass organizational ability has undergone profound adjustments and transformations to meet the needs of economic and social transformation,and the Party’s mass organizational ability has been restored and strengthened.After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,in accordance with the requirements of "one center,two basic points",the party’s goal of struggle,the way of setting up grass-roots party organizations,the channels of partymass contact,and the way of organizing and mobilizing the masses have undergone major changes.After the Fourth Plenary Session of the Thirteenth Central Committee of the Communist Party of China,in order to adapt to the socialist market economy,the party made strong adjustments to the practice of building the ability of mass organizations.After the 16th National Congress of the Communist Party of China,the Party has further enhanced its appeal,radiation,service and mobilization ability to the people under the guidance of building a moderately prosperous society in an all-round way.The second period,in the new era of socialism with Chinese characteristics,the building of the party’s mass organization ability has been comprehensively deepened with the fundamental historical changes of the party’s construction and cause,and the party’s mass organization ability has been significantly enhanced.Since the 18th National Congress of the Communist Party of China,the Party has always adhered to the supremacy of the people’s interests and comprehensively rectified the weak and lax grass-roots party organizations,effectively improved the quality of party members and cadres in contacting and serving the masses,and continuously improved the professional level of party organizations in mobilizing the masses.In the new era,it is precisely because of the unprecedented enhancement of the Party’s mass organizational ability that the Party has led the people of the whole country to create the Chinese miracle of building a moderately prosperous society in an all-round way in the world’s most populous country,and is marching bravely towards the second centenary goal.As far as historical experience is concerned,since the reform and opening up,the party’s practice and exploration of the construction of mass organizations ability has accumulated a lot of precious historical experience.To sum up,it can be roughly summed up as "four musts":The party must always take the realization of the fundamental interests of the broadest masses of the people as its goal of struggle,and continuously enhance the party’s appeal to the people;it must always maintain the flexibility of the grass-roots party’s organizational coverage and work coverage,and continuously enhance the party’s organizational coverage;it must always maintain the effectiveness of the work of party members and cadres in contacting and serving the masses,and constantly enhancing the party’s contact and service capabilities;it must always maintain the scientific nature of the party organization’s way of mobilizing the masses,and constantly enhance the party’s organizational mobilization capacity.Only by consistently adhering to and carrying forward these basic experiences can the Party continuously strengthen the ability of mass organization and ultimately realize the historical mission of the Party.
