Research On The Performance And Transformation Of Government Economic Functions In The Development Of "One Village One Product" In The Western Region

The Communist Party of China has emphasized in several congress reports that it is necessary to transform government functions,deepen simplification of administration and decentralization,innovate supervision methods,enhance government credibility and execution and build a service-oriented government that the people are satisfied with.With the transition from planned economy system to market economy system in our country,the urgency and importance of the transformation of the government economic functions have become increasingly prominent.Since the western development strategy was implemented,the western region,which is the weak link of national development,has achieved breakthrough development achievements,but its comprehensive development performance still lags behind other regions.General Secretary Xi Jinping has repeatedly emphasized the development of "One Village One Product",which is an important measure to respond to the Rural Revitalization Strategy and Western Development Strategy,which was listed as one of the "Top Ten National Support Projects in 2021" and to solve the problems of agriculture,rural areas and farmers,so as to improve the material living standards of the farmers,strengthen farmers’ sense of access to public services and empower the improvement of rural comprehensive competitiveness.It also means that the development of "One Village One Product" provides a typical analytical case for the research on the performance and transformation of government economic functions.For this purpose,20 villages and towns in Z City that are typical representative areas in the western region to develop "One Village One Product" were selected as the example,including 8 administrative villages awarded the title of "National Model Villages and Towns of ’One Village One Product’",2 towns with the same title and 10 administrative villages that were not awarded the title.On the basis of the theories of "Service-Oriented Government" and"Effective Government",the theoretical analytical framework "value orientation-management form-internalization path-externalization way-effectiveness test" is constructed.Firstly,put forward the research hypothesis that there is a significant positive impact on the comprehensive competitiveness development achievement of "One Village One Product"from the performance of government economic functions and its efficiency,capacity and response,and respectively there is a significant positive impact on the comprehensive competitiveness development achievement of "One Village One Product" from the transformation of government economic functions and its system,mechanism,and rule of law.Secondly,an interview outline was designed,39 people were interviewed,the questionnaire was designed,the questionnaire survey was promoted,and 357 valid questionnaires were recovered.Thirdly,based on the collected data,SPSS 26.0 was used to analyze reliability,validity,correlation,and linear regression,so as to verify the hypothesis of this research,and Python was used to analyze the relevant reference texts.Fourthly,further analyze the problems existing in the development of "One Village One Product" in the performance and transformation of the government economic functions,including the lack of value orientation of effective services,lack of indirect management,gaps in capacity building,unreasonable supply of public goods,insufficient performance test and so on.Finally,put forward countermeasures and suggestions:establish the value orientation of effective services,supplement indirect management,strengthen capacity building,optimize the supply of public goods,and promote effectiveness testing.It provides some references for optimizing the performance of government economic functions in the western region,accelerating the transformation of government economic functions,achieving more efficient,deeper and more sustainable development of "One Village One Product" and promoting rural revitalization and western development.
