Civil servants are the makers of public policy and public service providers and building up the civil servants is related to the party and the government policy implementation and governance performance improvement.In recent years,to regulate the civil servants management,improve the incentive mechanism of civil servants and promote the civil servants group to better perform their duties,the government continuously perfects the legal regulations and safeguard their rights and interests.In 2019,the Civil Servant Law of the People’s Republic of China was revised,and the Parallel Regulations on Positions and Ranks of Civil Servants were promulgated,which came into effect on June 1.This regulation,as a policy bonus,broadens the promotion channels of civil servants from a single promotion to promotion through excellent work performance,so as to enjoy a certain level of welfare treatment.The introduction of this regulation broke the ceiling of civil servants at the grass-roots level.It is an important measure to perfect incentive guarantee,also meets the requirements of modernization of governance system and governance capacity.The parallel regulation of position and rank has been implemented for 2 years.It has achieved certain results and played a certain incentive role to some civil servants at present.However,from the perspective of the participants in policy implementation and the response of civil servants,there are some problems such as the implementation of policies are not in place,the incentive effect of parallelism of position and rank is not in place.The thesis take R city D district in Shandong province as a case study and through the methods as looking up literature data,field survey,communication and negotiation,to summarize present situation of the policy execution,analyse problems arising from policy implementation,compare to the two-factor theory,equity theory and other theoretical achievements,analyse the deep reason,and carry out the relevant opinion suggestion targeted to promote parallelism of position and rank policy.The thesis is divided into five parts.The first part introduces the related concepts and theories involved,explains the concept of parallelism of position and rank,two-factor theory,equity theory,etc,also combs the reform process of civil servant law and parallelism of position and rank,and summarizes the innovation points of the new system.The second part mainly introduces the status quo and achievements of implementing policies in D district,R City,Shandong Province.The third part is mainly based on the survey and interview,elaborates the problems found in the policy implementation of R City D district,mainly including: the promotion channels are not smooth,the implementation of promotion standards is not strict;The fourth part analyzes the causes of the problems from the aspects of policy refinement,policy environment,evaluation system and safeguard measures.The fifth part is the last part of the thesis.In view of the above problems,the guidance method of detailed policy implementation is put forward.By increasing publicity,strict promotion standards and standardizing the management of civil servants at different levels,a good policy operation environment is created,and the assessment and evaluation system such as routine assessment and classified assessment is improved.To implement financial,departmental coordination,institutional reform and other safeguard measures,promote the parallel policy to play an incentive role,thus really open the “ouble channel” civil servant promotion.
