The relationship between civil service position,grade and rank,that is,whether civil service salary is based on position,grade or rank,is a product of reform under the combined influence of China’s cadre personnel management system and salary system,and its evolution has a close interaction with the pay system reform to shape each other logically,which also determines the basic incentive orientation of civil servants.How to grasp the internal evolution logic of the relationship between position,grade and rank and the future development direction is an important issue to be explored in China’s civil service personnel management reform.Therefore,this paper starts from the paradigm of historical institutionalism,takes the relationship between civil service position,grade and rank in China as the research variables,interprets the party and government documents,legal regulations related to the position,grade and rank system,relies on the structural and historical view of historical institutionalism,traces the evolutionary trajectory of the relationship between civil service position,grade and rank in China,deconstructs its logic,and presents:(1)Since the founding of the People’s Republic of China,the relationship between civil service position,grade and rank in China has always been centered on rationalizing the design of civil service pay structure and improving the cadre personnel management system,with top-down progressive adjustments and mandatory changes,while the successive civil service pay system reforms have been mainly focused on how to better realize the protection and incentive functions of the position,grade and rank system,and its evolution process can be divided into four stages: with the grade as the center,the position as the center,the position with the corresponding grade,and the coexistence of the position,the grade and the rank.(2)There are three path dependencies in the evolution of the relationship,and the reform requirements at different stages of the cadre personnel management and salary system act as key nodes to catalyze the change of the relationship.(3)Using the "Historical context-Actors-Perceptions" framework,we deconstructed the development of economic mechanisms,the advancement of institutional structures,the exemplary effects of foreign personnel management systems,the Party and central government,civil servants,the public,and the adjustment of "moral" and "talent" perceptions.The eight elements,namely the adjustment of the concept of "talent" and the concept of "grassroots orientation," form the dynamic mechanism of relational change.In order to better promote a new round of development of civil service position,grade and rank relationsthe civil service salary system and personnel management system,China’s civil service position,grade and rank relations in the future development need to:(1)pay attention to the rationalization of the "moral" "talent" relationship;(2)fully stimulate the protection and incentive function;(3)continue to keep pace with the times to adapt to the macro environment,as to better play the civil service position,grade and rank relations effective.
