Research On The Optimization Of Government Functions In The Development Of Ice And Snow Tourism Industry In Heilongjiang Province In The Post-Winter Olympics Er

The successful hosting of the 2022 Beijing Winter Olympics will usher in the "post Winter Olympics era",sparking a nationwide "ice and snow fever",and the development of the ice and snow tourism industry will face significant opportunities and challenges.As a major province of ice and snow tourism,Heilongjiang Province has achieved remarkable results in its ice and snow tourism industry after decades of development.In the process of developing the ice and snow tourism industry,the government departments of Heilongjiang Province play an important role in promoting the development of the ice and snow tourism industry through the government’s functions.The opening of the "post Winter Olympics era",the application of modern technological means,and the growing demand of the people all require the government departments of Heilongjiang Province to rethink the issues related to government functions in the ice and snow tourism industry.Therefore,it is of great significance and value to explore how the Heilongjiang Provincial Government can adjust and optimize its functions in the post Winter Olympics era,in order to seize new opportunities for industrial development,meet new challenges,and promote the revitalization and vitality of the ice and snow tourism industry.This article first describes and analyzes the government functions and other issues in the development of the ice and snow tourism industry,and attempts to analyze the government functions in the development of the ice and snow tourism industry from the perspectives of functional positioning,functional allocation,and functional performance based on relevant theories,laying the foundation for this article’s research.Secondly,the development overview of the ice and snow tourism industry in Heilongjiang Province and the achievements of government functions were summarized.Using literature research,comparative analysis,causal analysis,and other methods,this paper summarizes and analyzes the shortcomings of government functions in the development of ice and snow tourism industry in Heilongjiang Province,such as unclear positioning,unreasonable allocation,and inadequate performance,and identifies the reasons for the shortcomings.Finally,in response to the current shortcomings and causes,optimization measures are proposed from the perspectives of functional positioning,functional allocation,and functional performance,in order to provide assistance to the government’s functional optimization work in the development of ice and snow tourism industry in Heilongjiang Province in the post Winter Olympics era.
