Research On The Problems And Countermeasures In The High Quality Development Of Private Economy Served By The Government Of A Town Of Tai’an City

In shandong province,private economy accounts for more than half of the total economy,which not only promotes economic growth,but also creates more fiscal revenue for local governments,improves social employment rate and brings income security to residents.Therefore,it plays an indispensable and important value.In view of the current development situation in China,it has gradually moved towards the goal of high-quality development from the initial stage of rapid growth.Since then,it has also created more space for the development of private economy.Since the comprehensive promotion of national policy reform,the decisive role of the market in the allocation of resources has begun to highlight,and the private economy has entered a new stage of development.Under the influence of this background condition,we should also timely grasp the market opportunity,find out the weak link restricting its development,and promote the comprehensive implementation of various policies and measures,which will have a certain positive impact on the market economy transformation.In the process,to promote the orderly work of the reform,the government must play a dominant force,not only for top-level policy design,policy at the same time,it will carry out to "the last kilometer",for the villages and towns government,is the national cadres at the grass-roots level,with the social and basic features obviously,under the background of new era,Taking this as a starting point,it is of great significance to discuss all kinds of problems existing at present.Based on the perspective of township government and under the framework of market failure theory and new public service theory,this thesis conducts an empirical study on the development of private economy in A town through typical case analysis,questionnaire research and interview research.This thesis takes A town as an example to analyze the current difficulties faced by the private economy,and studies the difficulties of recruitment,financing,market and transformation that the private economy generally faces.While the government of A town has made many efforts for the high-quality development of the private economy,it also faces a series of problems,such as the business environment is not optimized enough,the public service system is backward,the guidance for the high-quality development of the private economy is not effective,and the market supervision is chaotic.Analysis framework analysis using the public service theory,the author believes that the service lack of the concept of private economic development,the villages and towns functional position is not accurate,the service development ability is not up to standard technical level of the three main reasons,pressure type system,regulatory top-down behavior lack of institutional guarantee,lack of evaluation incentive system is a system of the three main reasons.Finally,suggestions on establishing a sound governance system,innovating enterprise service mechanism,creating a professional enterprise service team,optimizing and improving the business environment,and solving a number of concerns of private economy are put forward from the micro level.Policy suggestions are given from the perspective of top-level system design at the macro level.
