Research On The Issues Of Prefecture-level City Governments Promoting The Development Of General Aviation Industr

General aviation industry is the product of economic and social development to a certain extent,and is considered as China’s “ sunrise industry” and “future industry”,which will be a “trillion yuan gold industry” in the future.Therefore,to accelerate the high-quality development of general aviation industry is of strategic significance to promote China’s economic and social development and maintain national security and stability.Based on this,this paper takes R City as an example to study the government’s promotion of the development of general aviation industry.The relevant concepts are clarified,and the theories of service-oriented government,collaborative governance and industrial policy are analyzed.The basic situation of R municipal government promoting the development of general aviation industry is summarized,and the establishment of coordination service organization with the participation of industry and planning departments is summarized.Formulating supportive policies for the development of general aviation industry;Taking the regional transport airport of R City as the center,the “1+N” development system with general airport as the distribution point is constructed.To strengthen the opening of low-altitude airspace by the military and accelerate the construction of a low-altitude surveillance network;The experience and practice of flight training,aviation education,academician workstation and other general aviation industry projects have been introduced.The paper puts forward four problems:lack of unified forward-looking and high standard planning,lack of talent support for general aviation industry development,imperfect infrastructure,difficulty in attracting general aviation industry projects and low promotion efficiency,and insufficient government policy support and support for general aviation industry.This paper analyzes four reasons: the government service concept has not been fully implemented,the coordination mechanism of non-governmental forces participating in the general aviation industry is not perfect,the coordination mechanism of the separation of department functions is not perfect,and the government still does not pay enough attention to the development of the general aviation industry.Five high-quality development countermeasures and suggestions were put forward: formulate the development plan of general aviation industry,build a general aviation industrial park with prominent industry and distinctive characteristics,improve the agglomeration level of general aviation industry,build a governance system with the joint participation of government and society,and strengthen guarantee and support measures.
