Research About Border People’s Non-Compliance Behavior And Its Countermeasures In Border Control In Yunnan Province Under The Normalization Of The Prevention And Control Of New Crest Pneumonia Epidemic

COVID-19 is a great challenge of human social governance,bringing great challenges to state management and social governance.The problem of non-compliance behavior of border people in border control under the normalization of New Crest Pneumonia epidemic prevention and control is prominent,increasing the risk of prevention and control and the cost of law enforcement.The implementation of public policies and the effectiveness of implementation are influenced by the compliance of the target group of the policies.This paper applies the theory of target group disobedience in public policy and,with the help of interview data,classifies border people’s behavior into compliant behavior,counter-compliant behavior and marginal behavior according to their degree of compliance with policy expectations.The disobedience of border people is mainly manifested in smuggling,assisting others to smuggle across the national border and hosting "illegal immigration,residence and employment of foreigners",which increases the risk of epidemic prevention and control in border areas and causes the security problems in border areas,the identity of border people to their own nationals,and the difficulty of social and economic development in border areas.This has led to the accentuation of security problems in border areas,the lowering of border people’s identification with their own nationals,and the difficulty of transforming the social and economic development of border areas.The analysis reveals that the lack of continuity of public policies,the weakness of public policy implementation,the path dependence of border people’s behavior,the collision between pressure-based institutions and the grassroots vernacular society,and the disorderly pattern in the vernacular society all contribute to the disobedience of border people.The key to improving the compliance of border people is to guide them to comply with public policies.The key lies in improving the quality of public policies,increasing the precision and flexibility of the three-dimensional prevention and control system,enhancing the political mobilization capacity of the government,and creating a social environment to enhance the trust,support,and participation of border people to ensure the long-term stability of the border.
