| Rural tourism has become an important driving force for rural transformation and revitalization.After the implementation of rural tourism policy,it can bring comprehensive effects to the border ethnic county-level governments,benefiting local county-level governments,tourism enterprises,residents and tourists.Therefore,policy implementation effect evaluation is an essential link in the development of rural tourism.Based on rural tourism related concept of carding and defined on the basis of establishing the frontier government at the county level rural tourism policy implementation effect evaluation system,the methods of public policy evaluation at home and abroad are summarized,combined with the nature of the rural tourism policy,goal and function,five criterion layers of "industry prosperity","ecological livable","local culture and civilization","smart tourism" and "public satisfaction" are constructed,and 21 scheme layers are put forward.Hierarchical analysis and Delphi method are used to assign the score value to the index by weight and set the scoring standard and grade division.Ximeng Va ethnic group autonomous county as the empirical case study,analysis of basic situation Ximeng Va ethnic group autonomous county,rural tourism policy implementation status,industry based on the actual data and survey data of each index score,score result was 66.5,shows that Ximeng Va ethnic group autonomous county rural tourism development in the general level,obtained certain result,and shortcomings.Finally,from the perspective of stakeholder dimension and strengthening evaluation work,the optimization path of the implementation effect of the rural tourism policy of the county government of border ethnic groups was proposed,and suggestions were made for the development of the rural tourism policy of border ethnic groups,including giving play to the leading role of the county government and strengthening the supporting tourism infrastructure.Explore new mode of rural tourism development and innovate tourism products;To meet the needs of tourists and promote smart tourism;Improving rural tourism service skills and constructing residents’ equal participation mechanism;Establish professional evaluation institutions;Improving assessment techniques and methods;Increase residents’ participation and information transparency. |
