Study On Policy Implementation Of Integrated Development Of Rural Agriculture And Tourism In Huaiyin District,Jinan City

Farmers brigade fusion development as under the background of rural revitalization of the important way to realize "three rural" development of high quality,for the country at the same time promoted in rural areas to solve the problem of employment capacity,increase the income of the farmers,more important is to let more urban tourists to achieve the "see mountain,see water,remember homesickness"countryside feelings bailment,In recent years,it has become the "main force" of new rural construction and rural industry development.In order to optimize and enrich rural industrial structure and increase farmers’ income,government departments at all levels cultivate and support the integration of rural,rural and rural tourism through various policy support.But due to various aspects there are some areas farmers a serious imbalance between input and output than brigade fusion,actually ignore region should give policy support and preferential government blindly,or for the superior policy of derivative does not consider the actual ground effect,in also influenced the development of rural economy affects overall process to achieve the goal of rural revitalization.Based on government function theory,industry integration theory and public governance theory,this paper investigates the rural areas of Huaiyin District of Jinan City from the perspective of policy implementation of the integrated development of agriculture and tourism by using survey method and data analysis method.After investigation found that after a series of policy measures in the region to carry out the development of rural farmers brigade fusion had made some progress at the same time,the execution of policy is disapproved the mechanization,the way the policy implementation,policy,resource allocation and distribution is not reasonable,policy enforcement agencies execution efficiency low and short board,the cause of these problems are:The policy departments do not clearly interpret the superior policies,the policy formulation and institutional management at the district government level are not perfect,the integration of rural,rural and rural tourism is not paid enough attention to the financial pressure,the role of agriculture in the integration of rural and rural tourism and the establishment of reward and training mechanism is not perfect,etc.Aiming at the problems existing in the implementation of the integrated development policy of rural,rural and tourism in Huaiyin District,this study puts forward the following countermeasures and suggestions:Guide farmers brigade fusion development with new concept of policy implementation,measures and enhance the effectiveness of policy implementation,the government-leading perfect policy resource allocation to establish farmers brigade fusion development government support mechanism,establish and improve the optimization of talent supply HuaiYin District farm brigade fusion policy implementation way to promote the rural agricultural integration of high quality development.
