Study On The Policy Of Rural Tourism Development In Ethnic Areas Under The Background Of Rural Revitalization Strategy

In recent years,the tourism demand of urban and rural residents has been growing,especially the rapid development of rural tourism,which has gradually become the first choice for leisure tourism,which has aroused widespread concern throughout the country.In particular,after the 19 th National Congress of the Communist Party of China put forward the "Village Revitalization Strategy",governments at all levels have incorporated the development of "a rural tourism quality project" into the key arrangements of the government’s work,and proposed various policies and measures to promote the development of rural tourism to a higher level.Among them,the county-level government,as the executor of the higher-level policy and the maker of the policy at the same level,plays an irreplaceable key role in the development of rural tourism.Changyang Tujia Autonomous County is a tourist county with rich natural resources,distinctive ethnic culture and a long history of humanity.The local government has made great progress by formulating a series of policy measures to promote tourism development.However,compared with tourism advanced areas,rural tourism in Changyang Tujia Autonomous County has not yet formed a strong competitiveness in the ethnic tourist destinations,and some problems have restricted the further development of local rural tourism.How to make full use of the development opportunities brought about by the rural revitalization strategy and give play to the guiding,supporting and guaranteeing role of policies on rural tourism has become the focus of local government attention.Based on the author’s work experience in Changyang Tujia Autonomous County and various data collected in the field,the thesis puts the development of rural tourism into the background of rural revitalization strategy from the perspective of public policy.Based on the theory of growth pole and sustainable development,this paper analyzes the main problems and causes of the current rural tourism development policy in Changyang County by means of literature research,comparative analysis and case analysis,and puts forward a ground-breaking place.In practice,improve the tourism development policy system;strengthen support,refine tourism development policies and measures;improve the supervision mechanism,and do a good job in optimizing the implementation of tourism development policies,and provide reference for the development of rural tourism in other similar areas.
