Since the proposal "one belt,one road",China’s foreign trade and economy are gradually booming.The prosperity of import and export industry promotes the development of international freight shipping.In the last few years,China’s market demand for cold chain products has increased,and one of the 14 th five-year plan’s development plans includes the rapid development of cold chain logistics and transportation.But since the covid-19 epidemic spread,the epidemic has also brought a great impact on China’s international freight transport industry.The macroeconomic impact will also urge the marine insurance industry to make adaptive changes,such as the addition and adjustment of insurance terms and coverage.COVID-19 has been discovered for the first time in more than two years.But the new crown pneumonia epidemic is still spreading all over the world.In February 2022,the total number of reported cases has exceeded 370 million after two years of transmission of 2019 coronavirus disease,which constituted a public health emergency.More than 5.6 million people have died.And COVID-19 not only threatens and damages people’s lives,but also has a negative impact on the economy.The measures had been taken to halt the epidemic’s spread,such as the closure of the city and other measures,have caused the global economy to stagnate.International import and export trade has also been greatly affected by the epidemic.Under the background of COVID-19,many imported frozen foods will infect COVID-19 in transportation,and COVID-19 is positive for the goods.The problem of international cold chain cargo transportation has gradually entered the public eye.And how to underwrite the risk of such cargo loss has also become a problem worthy of discussion.This paper aims to clarify the problems of multimodal cold chain transportation insurance in the context of COVID-19,trying to create some new types of insurance.It is helpful for the insured to better deal with the loss of insurance interests caused by public health emergencies and protect their own rights and interests.In terms of the arrangement of contents and chapters,the first chapter is mainly about the research background,purpose and significance of this paper.The second chapter defines the related concepts of multimodal cold chain transportation insurance and explains the legal basis of insurance.The third chapter mainly reviews and analyzes the existing provisions of China’s maritime Law and Insurance Law,and analyzes typical cases.The fourth chapter mainly explores the existing problems of multimodal cold chain transportation insurance in China under the background of COVID-19.Difficulties in underwriting epidemic risks,unclear principles of insurable interests,lack of insurance coverage of cold chain freight insurance and conflicts with the duration of insurance.The fifth chapter is to make suggestions and improve the problems of the fourth chapter.Analyze the feasibility of epidemic risk insurance for new risks and losses in cargo transportation caused by COVID-19.Further,research the risk coverage of the current insurance clauses can be appropriately expanded to include new risks under the epidemic.New types of insurance coverage are suggested to cope with the new changes.Constantly improve China’s cargo transport insurance clauses,to deal with disputes over insurance for international cargo transportation under public health emergencies.Under the background of COVID-19,the improvement of China’s multimodal transport cold chain transportation insurance system can help the insured to better cope with the damage of insurance interests caused by public health emergencies.The formulation of new insurance types can also help policyholders make better insurance choices and contribute to the orderly development of the cold chain transportation industry under the background of the epidemic.
