| General Secretary Xi Jinping in the report of the 20 th National Congress of the Communist Party of China,emphasized that "people’s health is an important symbol of national prosperity and national strength","strengthening food and drug safety supervision",and "establishing a Big-Food concept,developing agricultural facilities,and constructing a diversified food supply system".On May 9,2019,the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Deepening Reform and Strengthening Food Safety Work",which proposed that food safety is related to the physical health and life safety of the people,and the future of the Chinese nation...Following the "four strictest" requirements,establish a modern governance system for food safety,improve the supervision ability of the entire process from farmland to dining table,and enhance the quality and safety assurance level of the entire food chain,enhance the sense of gain,happiness,and security of the general public,and lay a solid foundation for achieving the "Two Centenarys’ Goals" and the Chinese Dream of the great rejuvenation of the Chinese nation.China’s prevention and control measures have achieved maximum results at the lowest cost,effectively safeguarding people’s lives and health together with promoting economic and social development.The effectiveness of government departments leading and collaborating with multiple departments to carry out collaborative supervisions in response to emergencies is a comprehensive reflection of governance and coordination capabilities from the perspective of public management.Taking city C as an example,this paper focuses on analyzing the collaborative governance practices,achievements and problems of imported cold-chain food supervision in response to the COVID-19 pandemic,and deeply analyzes and summarizes various practices of imported cold-chain food supervision from aspects of regulatory links,digital governance,construction of collaborative governance system,and improvement of personnel awareness.And on the basis,we will refine suggestions for further improving food safety supervision in the emergency management vision.This paper believes that in the context of the COVID-19 pandemic,to improve the effectiveness of multi-sectional collaborative supervision of imported cold-chain food,we should start from the following aspects: Firstly,strengthen the front part supervision;Secondly,improve the construction of digital governance;Thirdly,establish and improve a multi-departmental collaborative governance mechanism;Fourthly,clarify the unified regulatory standard evaluation system;Fifthly,improve personnel’s professional awareness. |
