As the last level government in China’s administrative system,whether the township government can effectively implement the superior policies is related to the implementation of national policies.During the implementation,imposing additional tasks has been repeatedly seen,and is a common phenomenon at the lower level governments of the pressure-type system.It has great negative effects,including affecting the formulation of policies by higher-level government,threatening the improvement of administrative efficiency,inducing formalistic and bureaucratic problems,causing the loss of grass-roots talents,reducing the credibility of grass-roots governments,affecting local political ecology and hindering local economic development.In recent years,there is a gradual increase in studies on the township government’s implementation of policies,such as policy flexibility,collusion,selective implementation and political mobilization.There are also some studies on the imposing of additional tasks at every lower level,but relatively few on the phenomenon at the township level.And almost all the studies are periodical articles.Then,what are the specific manifestations of the phenomenon of imposing additional tasks during township government’s implementation of policies?What kind of impact has it had on the town?What causes the phenomenon and what is the deep logic behind it?How to solve the problem?Only by clearly analyzing these questions one by one and putting forward targeted solutions could it be possible to effectively break the institutional dilemma of townships,to clear the way for the development of China’s political system,and promote the realization of the goal of modernization of national governance system and governance capacity.This thesis takes the government of T town as the research object,adopting methods of participatory observation,case analysis and semi-structured interview,to code and analyze qualitative data combining subject analysis method.In accordance with the logical order of pressure-response-motivation,this thesis makes an in-depth analysis of the phenomenon of imposing additional tasks and its motivation when T town faces pressure.Through sorting out and analyzing the interview data and some other collected data,and on the basis of the research results of previous scholars,the thesis divides the phenomenon mentioned above into three categories according to the different manifestations:increasing indicators and figures,increasing working measures,improving assessment and acceptance standards.And detailed enumeration and analysis is carried out on the concrete manifestations of each category.Affected by the administrative outsourcing system and political tournament,the government of T town is faced with vertical pressure from the superior government and departments,and horizontal pressure from the government of the same level.In order to cope with the pressure,T town adopts the way of imposing additional tasks.The further research finds that the government’s administrative system,leaders’ personal factors and relevant supporting mechanisms are the three dimensions to explain the phenomenon of imposing additional tasks by T town government.Finally,this thesis puts forward three countermeasures to deal with the phenomenon,including strengthening the reform of administrative system and the construction of township leading groups,and improving relevant supporting mechanisms.
