From Targeted Poverty Alleviation To Rural Revitalization

The issue of "agriculture,rural areas and farmers" has always been the focus of the work of the party and the country,and the issue of "agriculture,rural areas and farmers" is prominently manifested in the problem of absolute poverty in poor rural areas and the problem of unbalanced development between urban and rural areas.These practical problems are directly related to building a moderately prosperous society in an all-round way and building a modern socialist country.To this end,after the 18 th National Congress of the Communist Party of China,in order to build a well-off society in an all-round way as scheduled and achieve poverty alleviation as scheduled under the current standards,it was proposed in 2013 that the existing poverty alleviation model should be changed,and poverty alleviation should be precise.In response to the new changes in rural governance and the unbalanced development of urban and rural areas,the 19 th National Congress of the Communist Party of China proposed to implement the rural revitalization strategy,revitalize rural areas,develop rural areas,and take the road of urban-rural integrated development with Chinese characteristics.The purpose is to narrow the gap between urban and rural areas.At present,the first centenary goal has been achieved,building a moderately prosperous society in all respects as scheduled,and moving towards the second centenary goal.The focus of the country’s work has begun to shift from the implementation of targeted poverty alleviation to the implementation of the rural revitalization strategy.There has been a clear shift in the deployment of governance policies.The transformation of rural governance policies also conforms to certain policy logics.Through sorting out and comparing rural governance policies in the period of targeted poverty alleviation with those in the period of rural revitalization,it is found that the following policy transformation logics are followed: rural governance from precise poverty alleviation to rural revitalization is in policy The design follows the logic of "micro-policy" to "overall planning";policy objectives follow the logic of "absolute poverty" to "relative poverty";policy objects follow the logic of "special poverty assistance" to "inclusive assistance";policy development follows the "absolute poverty" to "relative poverty" logic;The logic of "quick relief" to "sustainable development";policy implementation follows the logic of "passive assistance" to "active development".These transformational logics have important practical significance in promoting the effective connection between the achievements of poverty alleviation in the new era and rural revitalization,the establishment of a better connection mechanism,and the in-depth development of better implementation of the rural revitalization strategy.With the common prosperity goal laid the foundation.
