Study On The Governance Of Rural Human Settlement Environment In L Town Of Henan Province

For many years,due to historical reasons and the needs of modernization,the government’s policy orientation has focused on cities and urban residents,while insufficient support has been given to rural areas.Along with the development of the widening gap between urban and rural areas,villages and rural economic development level is not high,such problems as backward delayed the construction of infrastructure,agricultural development contributed to the situation of China’s social overall development is not balanced,can lead to the development of rural areas become the current our country the focus of the principal contradiction,people’s demands for a better life in the countryside especially strong.Since the 19 th congress,the CPC Central Committee based on solving the problem of agriculture,rural areas and farmers,break the regional unbalanced development present situation,embarks from the long-term perspective and global strategy,put forward the strategic direction of rural revitalization,try from the organization,ecology,industry,talent,culture and so on five aspects,to mobilize and guide various types of backflow rural development elements,speed up the village infrastructure construction,development of rural economy,Optimize the villagers’ living environment,in order to achieve a new look of the village,village revitalization.The improvement of rural living environment with ecological livable as the core has become the first step to promote the strategic layout of rural revitalization.Taking L town of Zhengzhou City of Henan Province as the research object,this paper analyzes the good practices and experiences of L town in rural human settlement environment governance in recent years,and also points out the existing problems of L town in rural human settlement environment governance.In this paper,by referring to domestic and foreign research literature on academic websites,field research and visits,the relevant data of human settlement environment governance in L town of Henan Province in recent years are collected and accumulated,and theoretical tools such as human settlement environment theory and multi-center governance theory are fully applied,combined with the actual situation of human settlement environment governance in L town.Attempt from the perspective of the government,the villagers,and the market main body L town living environment governance issues cause of comprehensive analysis,and selected the zhejiang village danleng Hao Tang village,sichuan,henan,three different characteristics of the typical cases of domestic rural human settlements environment governance,analysis summarized their successful experience,and then extract the effective measures of L town living environment governance.And from the perspectives of government,villagers and puts forward some countermeasures for optimizing,and help the L town rural living environment governance climb to new step,and finally form the government guide the management,the villagers autonomous management,market more actively involved in the center work of new pattern of human settlement environment governance,villagers,enterprises,social organizations,such as multivariate main body participation in rural governance,mobilize social development elements to the countryside,Continuous consolidation of governance achievements,promote the quality and efficiency of rural human settlement environment governance in L Town,environmental governance is increasingly institutionalized,further optimize the quality of life of rural residents,improve the life satisfaction of villagers.
