Public rental housing(hereinafter referred to as “Public rental housing”)refers to the policy support provided by the government to limit the size of households,rent standards and the supply of objects,to the city to Zheng migrant workers,new employment workers,low-middle income families and other supply of affordable rental housing.The post-management of public rental housing refers to the handing over and occupancy of public rental housing after it is delivered for use,as well as the maintenance,rental management and property services of public rental housing tenants after their occupancy,specifically,including contract signing,Rent Collection,property services,housing maintenance,daily supervision and other related management.Vigorously developing public rental housing is mainly to solve the housing problems of migrant workers,lower-middle-income families and newly employed workers,and is an effective response to the current needs of the People’s livelihood,it is conducive to improving the system of affordable housing supply,promoting the process of new-type urbanization and the citizenization of the population transferred from agriculture,effectively maintaining social harmony and stability,and enhancing the citizens’ sense of happiness,security and satisfaction in their lives.Since 2013,Zhengzhou has innovated the Housing Security Mechanism,and implemented a new housing security mechanism that combines public rental housing,low-rent housing and affordable housing.By the end of 2021,zhengzhou public rental housing(including former low-cost housing)a total of 151,629 units,a total of74,071 units.With a large number of public rental housing has been delivered and used,the management of public rental housing,Rent Collection,withdrawal and supervision and other post-management tasks increased.How to make good use of a large number of public rental housing,to ensure the rational use of public rental housing resources,to maximize the use of public resources,we are facing an important issue.Taking Zhengzhou city as an example,this study explores the problems existing in the late management of public rental housing through interviews with competent authorities,late-stage operation management units and tenants of public rental housing,analyzes the causes of the problems,and puts forward optimization suggestions by combining research methods such as interview and literature research.Current problems in the late management mainly include home use management contradictions,poor coordination between the management subject,management service does not reach the designated position,dynamic regulation,public housing community concerns prominent problems in five aspects,analyzes on the causes of these problems,on the basis of through collecting,data access,analysis,literature,puts forward the countermeasures to solve these problems,By making public housing late late supporting management system,perfect the public housing management system,improve the late management service level,to build information intelligent platform,optimize social contradiction resolving mechanism,such as countermeasures,improve the standardization of the late public housing management level,in order to improve the efficiency of public housing,realize the high quality development of late public housing management,We will maximize the impact of public rental housing resources.
