Research On The Performance Of Government Responsibility In The Support Service Of Extremely Poor People In Taikang County Of Henan Province

In the critical period of the new era,poverty alleviation has made achievements,and the Rural Revitalization Strategy needs to be promoted.As a vulnerable group in the development of the new era,the government needs to provide support services to the poor to fulfill its responsibilities.At present,there are many researches on government responsibility at home and abroad,but most of them are about elderly care services,while most of the researches on the very poor people focus on the support system,forms and institutions of the very poor people.Few studies will combine the very poor people and government responsibility to analyze the performance of government responsibility in the support services of the very poor people.Through the methods of interview and literature,and using the theory of public governance and the theory of government responsibility,this paper explores the government responsibility for the support services of the extremely poor,understands the current situation of the government responsibility for the support services of the extremely poor in Taikang County,Henan Province,and finds that good results have been achieved,but there are still some problems,such as the imperfect management system,the relatively backward development planning,the limited guidance of social forces,and the formalization of supervision and management,These problems are also caused by many factors.This paper analyzes the causes of these problems in detail and finds the following reasons: first,the weak sense of government responsibility,second,the weak construction of talent team,third,the backward operation and management,fourth,the imperfect effective supervision system,and puts forward corresponding countermeasures and suggestions: first,we should clarify the leading responsibility of the government,formulate and improve policies,and second,we should strengthen the service function,To build a contingent of professionals,we should,third,implement the government’s guiding responsibilities and mobilize social forces.Fourth,we should fulfill the government’s regulatory responsibilities and ensure funding.Therefore,it is hoped that the research can enable Taikang County in Henan Province to better perform its government responsibilities in the support services for the extremely poor,and also provide relatively valuable reference suggestions for other domestic counties and cities to improve the performance of government responsibilities in the support services for the extremely poor.
