A Study On The Rescue And Support Of The Extremely Poor In Baota District Of Yan'an City

The Chinese nation has a good tradition of respecting the old and loving the young,helping the disabled and helping the orphans.The party and government have always been very concerned about the lives of the people in special difficulties,especially the people in special difficulties.Entering the new era,further doing a good job in the relief and support work for the extremely poor is not only conducive to inheriting and carrying forward the fine traditions of the Chinese nation,but also of great significance for ensuring the basic life of the extremely poor,realizing the sharing of reform and development achievements,and maintaining social harmony and stability.In this paper,through the method of literature research and research,combined with work practice,we visited 18 townships(street offices)and 4 special poverty-stricken people's centralized support institutions in Baota District,and visited the staff of the civil affairs station of the townships(street offices),the head of the centralized support institutions,the head of the village(neighborhood)committee,the special poverty-stricken people themselves and their relatives,friends and neighbors,from the survey situation Look,the relief and support work for the extremely poor in Baota District has played an irreplaceable role in ensuring the basic life of vulnerable groups and maintaining social harmony and stability,but there are also some problems in the implementation of the policy: first,the identification system of the extremely poor is not perfect;second,there is still a gap in the implementation of the relief and support policy for the extremely poor;third,the spiritual and cultural life of the extremely poor is poor;fourth,there is a gap in the implementation of the policy The fifth is that it is difficult to guarantee the care service for the poor.Through in-depth analysis of the causes of the problems,and drawing on the mature experience of other places,this paper puts forward countermeasures and suggestions to improve the rescue and support work of the extremely poor: first,improve the identification system of the extremely poor to ensure that the difficult groups who meet the conditions of the extremely poor support are fully supported;second,improve the implementation ability of the support subject,and change the rescue and support work of the extremely poor from management to service;The third is to attach importance to the spiritual and cultural needs of the extremely poor,encourage the participation of social organizations,and activate the self realization needs of the extremely poor;the fourth is to improve the service level of the centralized support institutions,and ensure the centralized support needs of the extremely poor;the fifth is to strengthen the care services for the extremely poor,and ensure the daily care and medical care needs of the extremely poor.Finally,it is hoped that these countermeasures will enable Baota District of Yan'an City to better carry out the rescue and support work for the extremely poor,give full play to the function of civil affairs to provide basic assistance and guarantee the basic life of the extremely poor.It also provides valuable reference suggestions for other similar cities in China to improve the relief and support work for the extremely poor.
