Research On The Strategies Of Public Security Organs To Deal With Group Incidents Of Interest Disputes

In the past ten years,with the rapid development of my country’s economy,the structure of social relations has changed,people’s thinking has undergone tremendous changes,and the operating mechanism of the domestic market has undergone major changes.The level has also undergone tremendous changes,causing some signs of instability in the society to rise,showing a multiple upward trend,and frequently manifested in the form of mass events.Therefore,the handling of mass incidents has become one of the tasks that the public security department cannot avoid or avoid.The current handling mode of the public security organs in resolving interest disputes and mass incidents remains at the level of simply dispersing the crowd,controlling the social order at the scene,and taking away the troublemakers at the scene.It will bring hidden dangers to the follow-up work.The Public Security Bureau of City A has undergone three institutional reforms in the past ten years,and its advantages and problems in the course of its development are strongly representative.It has a certain enlightening effect on the research on the coping strategies of the public security organs to improve the handling of group incidents of interest disputes.In the tide of institutional reform of the national public security system in 2020,in line with the needs of the current stage of development,we will continue to accumulate experience and continue to improve the ability of public security organs to serve the people.The main manifestations,existing problems and the reasons behind the public security organs’ handling of interest disputes are worthy of in-depth discussion and research.This paper uses the theory of public crisis management and collaborative governance,adopts the method of literature research,case analysis and interview,and takes the conflict event caused by the delayed delivery of a house in a city A as an example to find problems,analyze the reasons,and propose countermeasures.During the research,it was found that there are major problems such as inaccurate prediction and early warning,low command and dispatch efficiency,rough on-site handling,relatively lag in public opinion guidance,and lack of coordinated operations.The main reasons are the unreasonable design of the platform,the imperfect legal disposal system,the failure of the public opinion guidance and response mechanism,and the blockage of the collaborative governance mechanism.Then,it puts forward a number of highly targeted suggestions and strategies,such as establishing a monitoring and early warning mechanism for group incidents of interest disputes,establishing a combined operation center,strengthening the standardization of law enforcement,establishing a network public opinion response mechanism,and improving a collaborative governance mechanism.Each disposal is a test and an accumulation of experience.Through continuous review,summarization and improvement,the public security organs in City A will continue to improve their ability to deal with group incidents of interest disputes and improve the satisfaction of residents in City A.
