| Vocational education shoulders the important historical mission of cultivating high-level technical talents for China’s economic development and industrial structure transformation and upgrading.It is an important way to promote employment,and to advance stable development of economy society.In the current,the "Made in China 2025" strategy is implemented,the industrial structure is optimized and upgraded,it is a critical period for China to step forward from a "manufacturing power" to a "manufacturing powerhouse",vigorously developing vocational education has become an important choice and urgent demand for China’s economic and social development.The development of vocational education is always inseparable from the government’s guidance,overall planning,coordination and guarantee.The government actively promotes the development of vocational education in Anshan,forming the pattern of "one vocational education park and three vocational education centre" vocational education.This paper focuses on the government promotes the development of vocational education,by the theory of educational equity and the theory of public service,using literature analysis and investigation as research methods,analyzed the problems and causes existing in the development of vocational education in Anshan government,puts forward the corresponding countermeasures from the following aspects:(1)Change development concept,promoting community participation;(2)Straighten out the development ideas,increase policy support;(3)Vigorously develop the economy,optimize the structure of expenditures;(4)Define the rights and responsibilities of management,to unify the financial and administrative rights;(5)Optimize resource allocation,promoting equity in education.It also puts forward Suggestions on the way of financial investment in vocational education which is oriented by the result of performance evaluation and the view that the unification of financial and administrative rights is beneficial to the development of vocational education in Anshan city. |
