Secondary vocational education is an important part of modern education system,which is an important way to promote employment and social and economic development.The Implementation Plan of National Vocational Education Reform points out that vocational education is most closely related to economic development,and secondary vocational education,as the basis of vocational education,has been widely valued.This paper first introduces the status quo and achievements of Mudanjiang Municipal government in promoting the development of secondary vocational schools.Aiming at the research on the promotion of secondary vocational education development by Mudanjiang Municipal government,this paper points out that Mudanjiang municipal government has four problems in the development of secondary vocational education through the combination of literature research and investigation.The government’s publicity of secondary vocational education is not in place,the government’s relevant policies in the development of secondary vocational education are not comprehensive,the government’s guidance of school-enterprise cooperation is not in place,and the government’s role in supervision and guidance is not strong.At the same time,it points out that the existing problems are caused by four reasons:the government ideology is not in place,the government policy guidance is weak,the secondary vocational education management mechanism is not perfect,the government is lack of effective evaluation and supervision.Through in-depth analysis of the deficiencies of government functions in the development of secondary vocational education in Mudanjiang,targeted countermeasures and suggestions are put forward for the government functions in the development of secondary vocational education in Mudanjiang.Expand the vision of government function transformation in the management of secondary vocational education.Secondly,this paper analyzes the successful experience of vocational education at home and abroad.Three countries,Australia,Britain and Japan,were analyzed.The sustainable development model of "government-business-school" proposed by the Australian government has improved the quality of enrollment,teaching and employment through coordination among the three parties.The British government promotes the development of vocational education by promoting the teaching quality of schools,improving the professional knowledge and ability of vocational education students,and enhancing the public reputation of vocational education.The Japanese government promotes the "cooperation between industry,academia and officials",and achieves the purpose of technological innovation and industrial innovation through the cooperation between educational research institutions and industry.This paper analyzes three excellent cases in China,and firstly introduces the "school-enterprise cooperation" guided by Jiangsu Taixing Government.To increase the attractiveness of talents,enhance the competitiveness of enterprises,and help characteristic industries to improve the quality of development.Secondly,it introduces the development and research of characteristic courses promoted by Beihai City government in Guangxi.Effectively help technical students in secondary vocational schools develop professional practice and understand the social development of the field,so that the social development of the major and the knowledge learned in school produce close connection.Finally,it introduces the policy of "three promotion and one maintenance" in Guangzhou,Guangdong Province to promote the enrollment of secondary vocational education schools.Finally,the paper puts forward suggestions and opinions of Mudanjiang Municipal government to promote the development of secondary vocational education: first,strengthen the publicity and guidance of secondary vocational education,improve the government’s emphasis on secondary vocational education,supervise schools to improve the quality of schooling,and create good social evaluation.The second is to improve the development and management policies of secondary vocational education,improve the relevant development policies of secondary vocational education,improve the provisions on policy implementation,improve the professional level of administrative personnel,so as to ensure the effective implementation of policies.Third,strengthen school-enterprise cooperation and improve the policy system of school-enterprise cooperation.Establish an effective information platform for school-enterprise cooperation,and set up an evaluation institution for the advantages and problems of school-enterprise cooperation.
