Problems And Countermeasures Of Tobacco Monopoly Retail License Management Under The Background Of The Reform Of "Releasing Management Service"

"Streamline administration and delegate power,improve regulation,and upgrade services" reforms can be called "Streamline administration and delegate powers",it is an important change of government accelerating government functions and stimulating social economic vitality.The main propulsion method of it is the implementation of the reform of the administrative examination and approval system.Tobacco monopoly retail license approval as one of the thirteen administrative licensors currently existing in the tobacco industry,is undoubtedly the most widely involved and the most widely influential one.So,tobacco monopoly retail license management naturally becomes the key of the “Streamline administration and delegate powers” reforms of tobacco industry.In 2015,the T-district Tobacco Monopoly Bureau launched and implemented the pilot work of Tobacco monopoly retail license under the unified deployment of the Chongqing Tobacco Monopoly Bureau.It was fully relaxing access conditions,simplifying approval procedures,and enhancing the quality of service to a certain extent.In contradiction,it is convenient for the people to inspire the market vitality.However,since 2015,the work situation of the tobacco monopoly administrative license is implemented,and the decrease in the threshold for the tobacco monopoly retail license is also brought to the T-district tobacco license management.In the study,firstly the T-district Tobacco Monopoly Bureau has been combed and analyzed from three aspects of work measures in 2015.The license management has been found problems in approval,follow-up regulation,and market environment.At the approval part,the approval process still has an optimized space,as online approval usage is low,and handling channel is rare.At the subsequent supervision part,we can see the lack of collaboration,follow-up regulatory mechanism and land implementation.At the market environment part,the number of tobacco monopoly retail license increase quickly,caused a large number of abnormal permits.So,the market order is affected,and the difficulty of supervision is further increased.For these problems,the countermeasures are proposed from three dimensions.Do a good job in "streamline",start from the two aspects of the simmering and reasonable layout,continue to optimize the process,streamline procedures,and explore multi-platform.In the case of extensive sake of opinion,the reasonable layout of the region of tobacco products is revised.Do a good job in "administration",through the improvement mechanism and strengthening,improving the subsequent supervision mechanism of the license,strengthen the promotion and training of license management personnel,and enhance its understanding and management of the importance of subsequent supervision.Do a good job in "service",starting from the distribution materials and lifting efficiency,increasing the people and resource investment on licenses management,using high-quality fresh blood to enrich the management team,optimize the license handling equipment.In terms of improving approval efficiency,through the "green channel" for special group people,rich license processing information publicity platform,and explore remote electronic verification,etc.,acomplished “only run once” in license approval.
