Research On The Problems In The Undertaking Of Administrative Approval Items In The T Town Undre The Reform To Streamline Administration,Delegate Powers And Improve Regulation And Services

The reform to streamline administration,delegate powers and improve regulation and services is a major measure for my country to meet new challenges in the new stage.It is not only an inevitable choice for my country to deepen the reform of the administrative examination and approval system,but also an inevitable requirement for transforming government functions and building a service-oriented government.With the advancement of the reform,the power of administrative examination and approval has been gradually decentralized,and the township government has undertaken more and more administrative examination and approval items as the carrier of administrative examination and approval power.The accompanying problems have gradually emerged.What is the current status of the township government’s undertaking of the items,what are the problems and causes,and what measures should be taken?These problems directly affect the effectiveness of the reform.On the basis of sufficient research on domestic and foreign research results,new public management theory and service-oriented government theory,this literature selets T town as object and adopts literature research method,survey research method and statistical analysis method to find out the problems,for example,decentralized administrative approval items with low gold content,the inability of existing staff,the poor operation,the single supervision method,and the substandard facilities.In view of the above problems,literature tries to explore the reasons as follow: the decentralized systems are flawed,the enthusiasm of undertaking staff is restricted by subjective and objective conditions,the level of informatization of township governments is relatively backward,the supervision mechanism is insufficient,and basic guarantee is weak.Finally,it puts forward the suggestions to solve the problems such as improvinng the relevant systems,enhancing the management level of staff and the information construction level of township governments,and improving the supervision mechanism and basic guarantee.From the perspective of the township government’s undertaking,this paper reversely studies the issue of decentralization of administrative examination and approval items,which is innovative to a certain extent.The purpose of this research is to provide a certain reference for the township government to better undertake the decentralization administrative examination and approval matters,so as to further improve the undertaking capacity and service efficiency,and promote the implementation of the reform.
