information exchange can be divided into four major links: information collection and production,information provision,information acquisition and information exchange,mainly involving three main bodies: environmental information providers,environmental information acquirers and environmental information transfer parties..From the point of view of the object of information exchange,it can be divided into broad and narrow environmental information exchange,open and restricted environmental information exchange.From the perspective of specific communication modes,international environmental information exchanges can be divided into direct and indirect environmental information exchanges,routine and emergency environmental information exchanges,etc.according to different standards.From the perspective of legal consequences,violating the international environmental information exchange system does not necessarily lead to "punitive" legal consequences,but may also "bless in disguise" and obtain financial or technical assistance,which is a prominent manifestation of the non-confrontational nature of the system.From the perspective of part of the international environmental information exchange system with clear "rights-duty",the system is essentially a procedural obligation stipulated by international environmental treaties.This obligation comes from the protection of the right to know,the most important of which is the protection of the state’s right to know.The state’s right to know is the freedom and right of a sovereign state to obtain relevant information in international exchanges.The provisions on the right to obtain environmental information and the obligation to provide environmental information in international environmental law treaties are the legal confirmation of the state’s right to know by international environmental law.As the largest developing country in the world,China has the goal and determination to become a "participant","contributor" and "leader" in the field of international environmental cooperation.In the face of the current situation that developed countries have the main right to speak in the formulation of international environmental rules,the international environmental information exchange system may become the "key" for my country to get through major international environmental treaties and participate in the formulation of rules.To this end,we should thoroughly understand the rules of communication,grasp the essence of communication,and actively seek financial and technical assistance while protecting our right to know and other legitimate rights and interests,so as to break through the doubts of the "China threat theory" and build a responsible image of a major country.Specifically,it is necessary to refine coping strategies for different types of international environmental information exchanges,and to improve the connection between relevant domestic systems and international systems.Starting from the behavioral purpose of international environmental information exchange,on the one hand,China must actively participate in the formulation of international environmental rules and promote the formation of environmental protection consensus in the field of "low knowledge certainty";We will earnestly fulfill our exchange obligations and ensure the domestic implementation of treaty-related systems.From the perspective of the actors in international environmental information exchange,China should adhere to the country’s dominant position in the exchange process,actively cooperate with international NGOs,guide the development of domestic environmental protection NGOs,and encourage enterprises and individuals to participate in them.Realize the diversification of the main body of international environmental information exchange.Starting from the specific content of international environmental information exchange,China should expand the scope of environmental information exchange,obtain more environmental information,and provide decision-making basis for participating in global environmental governance.It should be noted that the scope of environmental information exchange should also be limited by national sovereignty.Therefore,China should handle the classified environmental information prudently in the process of participating in the international environmental information exchange.From the perspective of the behavioral pattern of international environmental information exchange,China needs to clarify the responsible agency for information exchange,and set up different information transmission plans from both routine and emergency aspects to prepare for emergencies.Finally,starting from the legal consequences of international environmental information exchange,China should pursue positive legal consequences and avoid negative legal consequences.To this end,China should do its best to
