With the intensification of the globalization process, the associations between countries are becoming more and more frequent, so the international cooperation has just got the unprecedented attention of countries all over the world. The international cooperations that are carried on in each field extensively are expressions of"globalization", and the international cooperation that is carried on in the field of ecological environmental protection is undoubtedly the best note of the globalized environmental problem. Global environmental problems including ozone "hole", warmer global climate, sharp decrease of bio-diversity, a large scale of disappearance of the forests etc. These problems won't be solved by a single country's efforts; therefore, the international environmental cooperation just seems particularly important.The globality of the biosphere shows that the whole biosphere can not be decomposed by divided elements or areas, and then be occupied independently by every sovereign state. As a system, it can only be shared by all sovereign states on the earth. Hence, the international environmental cooperation is essential. In legal sense, the earth, the whole ecosystem, belongs to all the human beings (naturally all sovereign states). And the environmental convention can be regarded as agreement that the contracting countries agree on for utilization and maintenance of the sharing. And it has a corresponding resembling agreement on the aspect of domestic law------- the agreement of the owners are in change of."New free system doctrine"is the important theory school of international relations which U.S.A. developed in the eighties of the 20th century. It takes shape on the foundation of some basic concepts which critically inherits liberalism and Neo-realism. It thinks that the essence of the international relations is to cooperate, not the conflict; the efforts that the international community carries on for order, not the national struggle for power. To understand the international environmental cooperation from the angle of the free system doctrine, the author thinks, the realization of the international environmental cooperation is possible, because of the benefit homoplasy between every country. However, it is difficult to cooperate, because the existing international system is a system among sovereign states. Therefore, we must look for a kind of effective system to promote the realization of the international environmental cooperation.Since the 1922 Human Meeting of the United Nations till now, the international cooperation principle has already been confirmed as the basic principle of the international environment law, and has got the general attention of the international...
