slowly shifting from offline to online,and takeout is the product of the transformation of people’s consumption lifestyle.The rapid development of the takeout industry has also caused a negative impact on the environment,especially the disposable meal boxes,plastic bags,disposable chopsticks and paper towels required for takeout packaging,which has greatly polluted the urban environment.The production,transportation and packaging waste of takeaway food involve a large amount of carbon emissions,which is not conducive to the construction of China’s ecological civilization and the strategic concept of carbon peak and carbon neutrality proposed by General Secretary Xi.Through reviewing relevant literature,it is found that there are few relevant studies in the field of takeout carbon emissions,the factors affecting takeout carbon emissions are not clear,and there is a lack of scientific and clear measurement and measurement methods of takeout carbon emissions.In this paper,first of all,the carbon emissions related research at home and abroad were reviewed and comb,especially focus on the consumption of carbon emissions and its influencing factors and research progress of carbon emission reduction policy,government intervention,consumption and combining with theory of public management of government intervention and policy tools,the existing government intervention in the general characteristics of the carbon reduction policy,the consumption of carbon emission reduction policies and take-away sorted out the current situation of carbon emission reduction policy,The problems of government intervention in takeout carbon emission reduction policy are concluded.Then,according to the current situation and existing problems of the carbon emission of takeout food,the life cycle method is adopted to measure the carbon emission of takeout food,and the LMDI index decomposition method is used to explore the influencing factors of the carbon emission of takeout food,and according to the conclusion of empirical research,the ideas and priorities of optimizing the government intervention emission reduction policy are put forward.Finally,the paper puts forward some suggestions on government intervention in carbon emission reduction policy.The main research contents of this paper are as follows:Research on current situation and existing problems of carbon emission reduction policy.Based on the domestic and foreign scholars on consumption carbon emissions and its government intervention and the factors affecting the consumption of carbon emission reduction policy research,this paper through from the target,the field of both a perspective of carding domestic at present the general characteristics of the carbon reduction policies,and then from the dimension of fiscal,financial,market and technology combing consumer sector carbon reduction policy,Finally,carbon emission reduction policies related to the food delivery industry are summarized from the production end,consumption end and disposal end.Based on the above review and research on the current situation of carbon emission reduction policies,it is preliminarily concluded that the problems existing in carbon emission reduction policies of takeout food are as follows: first,the main responsibility for carbon emission of takeout food is not clear;second,the economic policies related to carbon emission of takeout food industry are not clear;third,the packaging standards and cutlery recycling system of takeout food are not established.Measurement of takeout carbon emissions and empirical analysis of influencing factors of takeout carbon emissions.Starting from the current situation and existing problems of carbon emission reduction policies,this paper puts forward empirical ideas from the perspective of government intervention: Firstly,the present situation and existing problems of the carbon emission of food delivery were proposed.The life cycle method was selected to calculate the carbon emission of food delivery.The carbon emission of food delivery was divided into the stages of food delivery production,food delivery transportation and packaging waste.Then,six factors including energy carbon emission intensity,food expenditure structure,consumption expenditure structure,consumption scale,economic scale and population scale effect were selected to decompose the LMDI index according to the calculation results of takeaway carbon emissions,and the decomposition values of each factor and their contribution rates to carbon emissions were obtained.Finally,according to the values and contribution rates of six decomposition factors,it is proved that the current measures to reduce the carbon emissions of takeaway food(such as environmentally friendly tableware selection,green change of packaging method and material,waste classification and treatment,platform encouragement,etc.)are effective,and the contribution of these measures to the carbon emission intensity factor is slowed down.Other measures,such as setting carbon emission targets,implementing carbon emission economic policies,and encouraging the development of carbon emission technologies,can all contribute to the sustainable reduction of carbon emissions.In addition,we can also explore ways such as changing dining habits to reduce takeout frequency from the source,discussing tableware recycling mode and other ways to reduce takeout garbage,so as to reduce the factors contributing to the structural effect of food expenditure and the contribution of the structural effect of consumer expenditure,and achieve the reduction of takeout carbon emissions.Research on the optimization emphases and suggestions of government intervention on carbon emission reduction policy of takeaway food.First of all,according to the present situation of the third chapter take-away carbon reduction policies as well as the
