In recent years,with the deepening of the reform of "delegating power,delegating control and providing services",deepening the reform of the administrative examination and approval system and optimizing the administrative examination and approval service have gradually become an important work direction to promote economic growth,stimulate market vitality and enhance enterprise competitiveness.According to the report of the 19 th National Congress of the Communist Party of China(CPC),"Transform government functions,deepen the streamlining of administration and delegating power,innovate the way of supervision,enhance the government’s credibility and executive ability,and build a service-oriented government that the people are satisfied with." The state has taken relaxing regulations,reduce approval,simplify procedures and strengthen supervision as a key task to optimize the business environment,improve public satisfaction and enhance the government’s image by relaxing regulations,reducing examination and approval,simplifying procedures and strengthening supervision.Under this big background,to carry out research on the current situation and optimization countermeasures of administrative examination and approval services of Z Maritime Safety Administration,is also the inevitable requirement of a service-oriented government,service-oriented maritime,is helpful to build "specification in accordance with the law,smooth operation and accurate service,the convenience and benefit" of the maritime administrative examination and approval regime,It is conducive to improving the efficiency of administrative management,improving the style of work,and further efficiently serving economic and social development.This paper focuses on the idea of "people-centered" development and the concept of serving the people,take Z maritime bureau,administrative examination and approval service as the research object,the integrated use of data collection,questionnaire and interview method,the administrative examination and approval,and maritime safety regulation related literature,on the basis of service-oriented government theory and the theory of process re-engineering,organizational structure,administrative approval main methods,administrative approval service effect analysis and so on several dimensions,Fully understand the status quo of administrative approval service of Z Maritime Administration.Then,from the aspects of operation mechanism,information construction,service ability of approval personnel,service evaluation and feedback,etc.,to analyse and find the problems existing in the administrative approval service work of Z Maritime Safety Administration and their causes are analyzed and found.The study found that the administrative approval service of Z Maritime Safety Administration has some problems,such as not smooth operation of examination and approval service,insufficient information support,weak service ability of personnel,and immature service evaluation and feedback mechanism.Through the analysis of the problems and causes,the countermeasures and ways to optimize the administrative approval service of Z Maritime Safety Administration are put forward from the aspects of optimizing the authority allocation of government affairs window,strengthening the informatization construction of approval service,strengthening the construction of approval service team,and improving the supervision and feedback mechanism of approval service. |
