The Study Of X County Government Promoting The Employment Of Disabled People

Employment is the foundation of people’s livelihood and the top priority in the work of the Chinese government.The employment of disabled people can help them to effectively integrate into society,participate in economic life,increase income and prosperity,give full play to their own value,and further solve the deep practical problems they face.This paper takes the urban and rural certified disabled persons who have employment needs and meet employment conditions in X County as the research object.Firstly,the basic information and employment situation of disabled persons in X County are obtained by consulting data.Then,through field visits and questionnaire survey,180 employed disabled persons in X County are deeply studied and analyzed.Indepth interviews were conducted with 10 staff from government departments leading the employment of the disabled,and the measures taken by X County government to promote the employment of the disabled and the results achieved were mastered.Based on the theory of social support,social exclusion and empowerment,through further research and analysis,this paper finds out the problems existing in the government’s promotion of the employment of the disabled,that is,the implementation effect of employment policy is not good;Insufficient investment in employment funds;The overall number of jobs is low,and the development of new jobs is insufficient;Education and training fail to reach the expected goals,and the quality of disabled labor force is slowly improved.On this basis,from the employment supporting measures are not complete,the implementation of supervision is not enough;The employment fund of the disabled has a single source and the disability insurance fund is not collected effectively.Traditional forms of employment are not fully implemented and new forms of employment are obstructed.The specific reasons are analyzed from four aspects: backward education and inefficient employment training for the disabled.In order to better play the role of the government in promoting the employment of the disabled,finally from the refinement and improvement of supporting measures,for the employment of the disabled "tailored";Public finance and social capital work together to ensure funds for the disabled;Cultivate the traditional way of employment,explore the new way of employment;To accelerate the development and accumulation of human resources,improve the quality of the population and employment skills of the four aspects of targeted countermeasures.
